We Deserve Commendation For Apologizing To Nigerians - PDP

Posted: 27 Mar 2018 03:17 AM PDT

The spokesperson of the Peoples Democratic Party (PDP) has said the party deserves to be congratulated for having the confidence to apologise to Nigerians.

Recall that the National Chairman of the party, Uche Secondus, had apologised to Nigerians for what he described as mistakes the party made while in power.

He made this public apology while delivering a speech at an event in Abuja with the theme: 'Nation-building: Resetting The Agenda.' Secondus admitted that although the party did its best while in government, it was not void of mistakes.

The party's National Publicity Secretary, Kola Ologbondiyan, in an interview on Politics Today, said PDP should rather be congratulated for owning up to its past mistakes.

"I expected you to congratulate the Peoples Democratic Party for having the courage to confront Nigerians and apologise. We have not only apologised as a party, we are very remorseful," he said.

Ologbondiyan also explained further why the party apologised to Nigerians over past mistakes. According to him, the party was apologising because it allowed the nation to slip into a 'pathetic situation.'

"Our apology has to do with the fact that we allowed a movement that has no structure to take over the governance of this nation and push Nigerians to a situation of hunger and starvation and to a pathetic situation, so much that the world is contemplating how they can help us.

"That is the essence of our apology," he said.

Ologbondiyan also boasted that the party had turned a new leaf and learnt from its past mistakes, thereby seeking Nigerians' trust to return to power.

He said, "The PDP is the most mature and experienced party. We have seen it all, we have made mistakes in the past but we have come anew. Our party has started a new life."

Robbery Suspect With One Leg Hides Inside Ceiling In Lagos

Posted: 27 Mar 2018 03:17 AM PDT

A disabled man, alleged to be running a one-man robbery squad and arrested following his foiled attempt to burgle some shops at a shopping plaza in Shasha area of Lagos, was yesterday taken before Ejigbo Magistrate's Court.

Preliminary investigation revealed that the 34-year-old suspect, Akinola Akeem, usually come from Ijebu-Ode Ogun state to operate in Lagos.

The father of four, as gathered, stormed Hub and Hub shopping plaza at about midnight, removed his artificial leg with which he climbed the ceiling of the storey building to gain entrance into two shops...

But luck ran against him after some guards attached to the complex discovered the artificial leg and foot marks on the wall. While conducting a search round the plaza, the suspicious guards were alerted by noise from one of the shops and raised the alarm.

The suspect, as gathered, was found inside the ceiling where he hid. One of the guards, Sheu Sanusi, told Vanguard that "he remained in the ceiling for over one hour, refusing to come down. After much threat to shoot him if he did not come down, he eventually did.

"He came down the same way he climbed. He used his artificial leg that was leaning on the wall as an aid. Nobody would have believed an amputee could do that.

"He admitted that he was going to steal and that he usually came from Ijebu-Ode to steal in Lagos. He begged us to allow him go, promising not to come there again. But we handed him to policemen at Shaha division."

The suspect was charged to the Ejigbo Magistrate court yesterday, for burglary, where he pleaded not guilty. He was granted bail by Magistrate F.K.J. Layeni in the sum of N50,000 with two sureties.

He was, however, remanded in prison custody, pending when he would perfect the bail condition, while the case was adjourned till April 25.

APC Reacts To PDP's Apology For Past Mistakes

Posted: 27 Mar 2018 02:47 AM PDT

While speaking at an event in Abuja, the national chairman of the Peoples Democratic Party (PDP), Uche Secondus, said that the party was sorry for the "mistakes" it made while governing the country.

"We made mistakes. On behalf of my colleagues and members of these party, I apologise to Nigerians. We have learnt from our mistakes. It was all part of our evolution process. Without it, there can be no maturity. I believe that PDP is more matured, to provide the best for this country."

In a swift reaction to the apology, the APC said
it was good that PDP has admitted putting the country in a mess. The party's national publicity Secretary, Bolaji Abdullahi, said the only way to prove to Nigerians that they have truly repented from their sins is to stay out of power for a long time.

He said: "Our response to this (apology) is that since PDP has realised and accepted that they are sinners and that their crimes of the years brought Nigeria to this sordid state we found ourselves today, we are glad with the admittance.

"It is good that they have finally accepted but now that they are willing to atone for their sins, they must have to spend sufficient time in the trajectory to show that they are truly repentant. Again, they have to wait for Nigerians to forgive them before they can even begin to dream of coming back to power.

"All these desperate campaign from PDP did not show that they have truly repented. If they really want Nigerians to forgive them, they have to be remorseful and demonstrate that they are sober.

"They have to show that remorse by staying away from power because as it is now, we cannot even trust them with power since they have not shown much sincerity. They have not shown enough remorse for Nigerians to consider forgiving them."

Ritual Killers' Den Uncovered In Kwara... suspect opens up

Posted: 27 Mar 2018 02:37 AM PDT

While speaking in an interview with journalists in Ilorin, the Kwara State capital on Monday, the Kwara State Commandant of the Nigeria Security and Civil Defence Corps, Ayinla Adeyinka, revealed that he has uncovered a suspected ritual killers' den at the Aleyo settlement on Ojoko Road, in Asa Local Government Area of Kwara State.

The NSCDC boss who spoke through the command's Public Relations Officer, Ayodele Bello, said the agency visited the scene following a complaint by a victim, Muminu Abdulrahman, adding that Abdulrahman had reported on Saturday that he had been extorted of N5million by the suspects...

According to him, the NSCDC team discovered many shrines and other gory objects at the scene, adding that two suspects, Kazeem Absdulsalam (54), of Omu-Aran, in the Irepodun LGA, and Mr. Adamu Hussein (36), of Marafa Oja, in the Ilorin East LGA, were apprehended at the scene.

The Punch reports that the NSCDC boss claimed that Abdulsalam had confessed to ritual activities and scams through money doubling. "It was a case of ritual activities and money doubling under false pretences and extortion. The complainant filed the case on March 24, 2018. He said about N5m had been extorted from him.

"When we got there, we saw some gory scenes at the shrines. Among the things we saw were the Alaragbo shrine, Abiku shrine, Iguni shrine, Baba Esu shrine, Baba Agba shrine and a lot of other things. The sight was appalling.

"From our investigation, it was clear that they had been carrying out ritual activities and collecting money from their victims under false pretences."

The NSCDC boss also warned members of the public to avoid falling prey to fraudsters and ritual killers. "Investigation is still ongoing; the complainant is with us. We are still unravelling the mysteries surrounding the incident. The prime suspect, Mr. Kazeem Abdulsalam, confessed that he asked the complainant to provide N280,000 to appease the gods.

"The complainant fell victim to them because he had been entreating the gods through them before now. Maybe he was able to record breakthroughs in the past and he still believed he could do it again."

One of the suspects, Abdulsalam, denied that he was a ritual killer. He explained that the complainant had told him that he (Abdulrahman) did a money ritual and he was afraid that he could die because of it.

He said the complainant sought his spiritual help to avert the impending death. He also claimed that Abdulrahman sought his service for good contracts and money doubling, and denied extorting N5million from the victim, adding that he demanded N280,000 from him.

Abdulsalam said he usually helped people who had marital, family and social challenges, adding that the shrines were not for destructive purposes.

According to him, the shrines were to provide a good location for people shooting films and home videos.

Bill Gates Speaks Again: Nigerian Leaders Should Face Reality If They Must Make Progress

Posted: 27 Mar 2018 02:37 AM PDT

Bill Gates traveled to Nigeria to publicly give its leaders some tough talk. It was a highly unusual move but the tech billionaire believes the country is facing a critical moment.

"While it may be easier to be polite, it's more important to face facts so that you can make progress," the philanthropist told a room of Nigeria's government elite that included the president.

In an exclusive television interview with CNN, Gates said he wanted to speak out to implore Nigerian politicians to focus on human capital and its large youth population.

"The current quality and quantity of investment in this young generation in health and education just isn't good enough. So I was very direct."

The founder of the Bill and Melinda Gates foundation feels that he has earned the right to speak.

Gates says he has traveled to Nigeria for more than a decade and the foundation is spending $1.6 billion on programs here - most of it his own money.

Their primary focus is health and their work has been incredibly successful in mitigating the threat of polio, particularly in the crisis hit northeast of the country.

Gates feels, along with many others, that it is time for Nigeria's government to do better. The continent's largest economy is moving out of a recession caused by a tanking oil price and moving towards a closely watched presidential election in 2019.

In many ways, the country is transforming, with gleaming hotel towers on Lagos Island competing for real estate and the wealthy fighting in the notorious traffic in ubiquitous black SUVs.

But dig a little bit deeper and the statistics are alarming. As Gates points out, Nigeria is still one of the most dangerous places to give birth and the country's very young face chronic malnutrition.

University of Washington modeling, commissioned by Gates, estimates that if investment isn't increased in health and education, then the per-capita GDP, rising steadily for decades, will flatline.

Gates says he wanted to spark action and debate and he certainly has.

Predictably, some see the tough talk as a rebuke of Muhammadu Buhari, Nigeria's president, who has been struggling to get the economy on its feet and stamp out the persistent threat of Islamist group Boko Haram in the northeast.

On the street, many just want support from their government - whoever is in charge - because right now there often isn't much.

"These people are just trying to survive, they aren't being helped," said banker Moses Uchendu, while grabbing lunch at the popular Obalende market in Lagos.

It's a bustling market where vendors sell delicacies such as efo riro, a spicy Yoruba stew. Power outages are frequent and the only contact with officials is when they visit for bribes, say residents and traders.

Nigeria is routinely rated as one of the most corrupt nations on the globe. Although the country recently moved up 14 places on the World Bank's ease of doing business ranking, most of its businesses remain in the informal sector where there is little help and loans are hard to come by.

Few businesses pay their taxes and all these factors have hindered Nigeria from meeting its true potential, says Gates.

Uchendu hopes Nigerians are listening. "I told my friends... that Bill Gates is saying the truth. It is better we are told the truth about Nigeria's economy. It is better we say the truth."

But Gate's message isn't a new one. Activists say they have been making frequent calls to invest in people, and end rampant corruption, all which have been ignored.

"These are not new topics. These are the issues that we have been discussing with the government. We have been engaging with them for so many years now," says Timothy Adewale, a human rights lawyer with one of Nigeria's largest NGOs.

"Nobody will listen. You know, actually, if they are sincere about the best interest of the people, they should listen. It has always been said that the greatest test of your commitment is your actions."

But Gates believes, together with Aliko Dangote, Africa's richest man and a close partner of the Gates Foundation, that if the Nigerian government does a few things differently, then the country is poised for lift off.

"I really think that of all the countries I have seen, it really hangs in the balance. If they can get health and education right, they can be an engine of growth, not just for themselves but for all of Africa," said Gates.

Youths Will Get 40 Percent Cabinet Appointments In My Govt - Atiku

Former Vice President, Atiku Abubakar, has pledged to give 40 percent of appointments in his cabinet to youths if he wins the 2019 presidential election.

Atiku made the pledge at the inauguration of the national and state executives of a pro Atiku group, Intellectual Think-Tank for Atiku (ITTA) in Abuja.

The former vice president was represented at the inauguration by the Chairman of All Atiku Support Group (AASUG), Mr Oladimeji Fabiyi.

Senators Insist On Overriding President Buhari’s Veto

Posted: 27 Mar 2018 01:22 AM PDT

Efforts of the leadership of the All Progressives Congress (APC) to reconcile the Executive and the Legislative arms of government, over plans to override President Muhammadu Buhari's veto of the Electoral Act (Amendment) Bill, 2018, may have suffered a setback as most Senators insist on going ahead with their plan.

It was gathered at the weekend that after the rapprochement of the Senate APC caucus with the APC leadership, last week, Senators loyal to Senate President, Bukola Saraki appear resolute in going ahead with the override of the president's veto.

Daily Sun learnt that APC senators and their colleagues in the PDP, who are rooting for the override, have closed ranks. It was gathered that PDP leaders in the Senate have met with key loyalists of Saraki, who are spearheading the move.

An APC senator from the North East represented Saraki's side at the meeting, while a ranking PDP lawmaker from the South East represented the PDP.

APC senators, who were hitherto undecided, following recent meetings, have joined forces with the Like Minds Forum loyal to Saraki. Their reason, it was gathered, was borne out of threats, allegedly from governors of their respective states not to allow them secure return tickets to the Red Chamber in 2019, if they support the move to override Buhari's veto.

Last week, the Oyegun-led NWC met with the APC caucuses in the National Assembly, in a bid to halt the proposed plan.

Buhari had rejected the bill on the excuse that his assent would infringe on the constitutional powers of the Independent National Electoral Commission (INEC) and that signing the bill will be make the National Assembly appear as if it legislating for the states on local government-related issues.

However, in a memo sent to the Senate President by the the National Assembly's Legal Department, it faulted the president's three reasons for rejecting the bill.

The legal department, in the memo, gave the National Assembly a clear go ahead; if it wanted to override the president's veto.

In the aftermath of that verdict, National Assembly members started collating signatures on a possible override of the president's veto. It was learnt, yesterday, that pro-Saraki senators are unrelenting in their push while the president's supporters are unrelenting.

Regardless, Senate spokesman, Aliu Sabi Abdullahi, in a chat with Daily Sun on Sunday, declined to speak and insisted that "the issue has not been officially table before the Senate for any discussion."

Conversely, the president's supporters in Leaders of Parliamentary Support Group (Senate) were unreachable, as at Sunday night. Telephone calls from this newspaper were unanswered.

Meanwhile, sources close to Saraki revealed that his Chief of Staff, Dr. Hakeem Baba-Ahmed, has been queried for his involvement in a meeting of northern politicians which held in Arewa House, Kaduna, at the weekend.

The sources insisted that although Baba-Ahmed was at the meeting, Saraki "was not privy to the decision of the meeting," regardless of the fact that "Baba-Ahmed read the communique.

"The senate president, just as other members of his team, was surprised to see a television news report where Baba-Ahmed was presented reading the communique.

"In fact, the senate president has verbally queried Baba-Ahmed and members of his media team.

"Saraki's media team immediately had a meeting to look at the implication of the chief of staff taking on such a role, which can be misinterpreted."

Another source said "the conclusion of the media team was that Baba-Ahmed has always acted in similar capacity for key northern groups, long before he joined the senate president's staff, except that in the present situation, his role could be misconstrued and will create some public relations challenge for the team."

Story Of Monkeys Chasing People From Their Houses In Lagos

Posted: 27 Mar 2018 12:52 AM PDT

Invasion by monkeys from natural habitat is forcing many residents of Soluyi/Sosanya Community in Gbagada area of Lagos State, to flee.

Some of the residents told NAN in Lagos on Monday that they could no longer withstand the situation...

They called on the state government to save the community from the trouble, saying monkeys forced their ways into their rooms, destroying things, foodstuffs and other items.

The Chairman of the community's Landlord Association, Mr. Adigun Olaleye, said that it had become difficult for the community to curtail the monkeys and their destructive attitude.

He said that the invasion might have resulted from the nearness of the community to a swamp forest that separated the community from Ifako area.

According to him, the monkeys come into residences at any time including early morning and gain entrance into rooms even if the houses are locked.

Olalaye told NAN that the community had written a letter to the Lagos State Ministry of Agriculture as regards the situation but had yet to get a relief.

"They said we would have to pay for them to come and pack the monkeys," he said.

He said that the invasion had been on for years but recently became unbearable.

Olaleye appealed to the state government to urgently intervene.

Narrating her ordeal, a journalist who lives in the community, Mrs. Funmilola Gboteku, told NAN that the monkeys had forced her family to flee.

"Many times, these monkeys come to the neighbourhood to destroy our property. Once they see food items inside a house, they direct all their energies at gaining entrance forcefully.

"The monkeys are in the habit of tearing the protective nets on windows to gain entrance and eat whatever they find in the house.

"I have had to replace the protective nets several times; I am tired of doing it.

"I have been locking my windows but locking of windows has disadvantages; there is no cross ventilation in the house and as a result, we suffer heat,'' she told NAN.

Another resident, Mr. Gabriel Omopariwa, said that he was tired of the destructive attitude of the monkeys and had tried to look for ways to stop them, to no avail.

"On several occasions, these monkeys have destroyed our kitchen nets to gain entrance and steal food items.

"Several traps have been set to capture and kill these demonic animals to no avail.

"One of my neighbours, while trying to pour a chemical on a monkey, fell in the bowl of the chemical; she had to be rushed to a hospital.

"She still lives with the scars from the unfortunate incident," he said.

A landlord, Mr. Joshua Folowosele, said that the monkeys entered his wife's shop on many occasions to eat gala, biscuits and other foods.

"We have tried to poison them on many occasions, but those monkeys are too smart; once they perceive the smell of the food, they usually detect it has been poisoned.

"Some of them have been killed with guns, but we cannot keep shooting in a residential area; it is very risky.

"Those of us who are landlords can testify that these monkeys have been disturbing us for years.

"One of the landlords here had to sell his house to move to another place when he got tired of the disturbance," Folowosele said.

Another landlord, Mr. Oluwatosin Aregbesola, told NAN that his tenants were no longer feeling safe in the house because of the monkeys.

"The monkeys enter kitchens to eat our soups and any foodstuff on the shelf.

"The day I tried to catch one of them, the monkey attacked me by using its long nails to punch a hole in my neck and scratch my face," he said.

Aregbesola appealed to the state government to save the community from the menace.

Buhari Has Failed Nigerians - Yoruba, Ohanaeze, Arewa Youths

Posted: 27 Mar 2018 12:32 AM PDT

The leadership of the Arewa Youth Consultative Forum, the youth wing of the Ohanaeze Ndigbo, the Ijaw Youth Council Worldwide, the Yoruba Youth Council and 54 other groups met in Abuja on Monday.

The groups, in a communiqué issued at the end of their meeting, said the President Muhammadu Buhari-led government had failed the nation.

They said the government had failed in securing the nation from the herdsmen killing people in the North and other parts of the country.

"The present government under President Muhammadu Buhari has failed in all ramifications and Nigerians, particularly the youths, must begin to examine other options and review the leadership selection process," they said.

They vowed to mobilise Nigerian youths across all ethnic divides to work for a more stable and guaranteed future for the populace.

This is just as they called on all Nigerian youths to rise up and be part of the selection process that would guarantee their future.

The meeting was convened by the National President, National Ethnic Nationalities Leaders, Alhaji Shettima Yerima, who is also the leader of the Arewa Youth Consultative Forum.

At the meeting, they examined the security situation in the country and the uncertainties in the political and economic environment.

Signatories to the communiqué included; Yerima, B. Oweilaemi (President, Ijaw Youth Council Worldwide and Ethnic Nationalities Forum of Niger Delta); Okechukwu Isiguzoro (Deputy Chairman, Ethnic Nationalities Youth Leaders) and National President, (Ohanaeze Ndigbo Youth Council Worldwide); and Eric Oluwole(National Secretary Ethnic Nationalities Youth Leaders and National President, Yoruba Youth Council.

They expressed concern that in the past three years of the Buhari presidency, Nigerians, especially youths, were being killed and maimed, under various guises while the country's elite and politicians "only quarrel and raise further tensions."

The groups said the meeting was necessitated by "our concern over the deepening poverty and restiveness among the nation's youths due to long neglect by the authorities."

They said, "Worried by the recent uncertain twists in the country which are punctuated by crises and conflicting perceptions, the leaders of Nigeria's ethnic nationality youth groups met in Abuja to review the state of the nation.

"It's close to three years since the present government was sworn in with Muhammadu Buhari as president and Nigerians, especially the youths, are yet to feel any meaningful change.

"It's been one challenge after the other, from stinging poverty, to mass joblessness, to pervading insecurity, to painful fuel scarcity, to poor power supply and to a persistent instability in the value of the naira."

They added that while the government of President Buhari had an upper hand over the Boko Haram insurgents, the sect appeared to be more emboldened with the recent abductions and intensified attacks and killings.

As a way forward, the groups called on Nigerian youths to resist the temptations of being used as tools for the dirty jobs of unscrupulous politicians, religious and ethnic jingoists and merchants of hate and division.

The communiqué added, "We insist that the government must take visibly serious steps towards an extensive restructuring of the country as the only remaining available solution to the current economic and political woes."

"We resolve to mobilise youths across all ethnic divides to work for a more stable and guaranteed future devoid of undue manipulation by the present crop of bankrupt elite.

"We therefore call on the youths everywhere to wake up and participate actively in the leadership selection processes in their local governments, states and the federation."

Billions Taken From CBN: Presidency To Release More Evidence Against Jonathan?

Posted: 27 Mar 2018 12:22 AM PDT

More evidence of alleged corrupt practices by ex-President Goodluck Jonathan's government may be tendered following a challenge by the former leader, it was learnt yesterday.

Federal Government sources said although there was no immediate plan to arrest or quiz Jonathan, the Buhari government had not ruled out the option.

Vice-President Yemi Osinbajo last week said N150 billion was withdrawn by the Jonathan administration two weeks before the 2015 election.

A fact-sheet by the Presidency revealed how some funds were illegally transported from the Central Bank of Nigeria (CBN) to the private residence of the former President.

A former National Security Adviser (NSA) personally supervised the physical transfer of the money from the CBN vaults to the private residence of the former President.

The document said: "In one particular instance, over N70 billion was released in parts from the national treasury between January 8 and February 25, 2015. The over $289m, which was also referenced last week by the Vice-President, is said to be included in this particular series of illegal transactions.

"Besides that, in another illegal disbursement, the minutes of the Central Bank board meeting of 25th August 2014 indicated the board endorsed another N60billion requested by the former President and released by the apex bank.

"The sum which was okayed by the CBN board, was not tied to any project or procurement, and was meant and disbursed purely for campaign purposes, through the office of the then NSA and the DSS leadership at the time.

"Specifically that N60billion that was okayed by the CBN on August 25, 2014 was said to have been shared between the two security agencies thus: N40billion went to the NSA while N20 billion was released to the State Security Services (SSS)."

A top government source, who spoke with The Nation in confidence, said: "The Federal Government will release more evidence of looted funds either approved or traced to ex-President Jonathan if he continues to play to the gallery. The government is not out to persecute Jonathan but it may be compelled to lay the facts bare before the public.

"We have more evidence of approvals, withdrawal of funds, diversion of cash and other financial misdemeanors committed during Jonathan's administration. The N130billion or N150billion in the public domain is a child's play. And some past government officials did not even waste much time in returning looted funds to the treasury through plea bargain in court.

"There will soon be more revelations and more trials in the next few months. The official records are there for Nigerians to judge.

"Jonathan has been accorded enough respect due to his status as a former President but if he wants this administration to prove beyond reasonable doubt, he might have to face the consequences.

"While there is no clear plan to either arrest or quiz him, we cannot say that the option is not off- the-table completely. Some of the suspects on trial for $2.1billion arms deal have confessed that they acted on Jonathan's instructions."

The source added: "The disclosure by Vice-President Yemi Osinbajo on looted funds during Jonathan administration were only to point out the fact that this President Muhammadu Buhari's administration is different.

"It is incontrovertible that Jonathan administration made more money and wasted a lot. But the Buhari government has earned less but it is doing much more."

In his reaction, Jonathan had said it's a plot to tarnish his reputation.

How 11-Year-Old Boy Jumped From 40ft Shopping Mall Fire That Killed His Entire Family

Posted: 26 Mar 2018 11:10 AM PDT

Captured in the image above is the horrific moment an 11-year-old boy was forced to hurl himself out of burning building to escape a blaze thought to have killed his entire family.

Little Sergey Moskalenko jumped for his life from an open window as the inferno tore through a Russian shopping mall in the Siberian city of Kemerovo.

At least 64 people have been killed, with nearly a dozen children thought to be missing.

The gigantic fire is reported to have broken out in the cinema complex of the four-storey Winter Cherry shopping centre.

Firefighters held out a rug to break Sergey's fall but he was rushed to hospital with critical injuries after hitting a door on his way down.

Horrified witnesses told how those inside jumped out of windows several storeys up to escape the flames, with unconfirmed reports suggesting at least 96 bodies have been found in the mall.

Initial reports by officials said the fire was being treated as arson and was believed to have started in the "trampoline room of a children's zone".

Deputy Governor Vladimir Chernov told local media a "preliminary theory is that one of the children had a cigarette lighter".

He said the fire in the foamed trampoline pool would have "flared up like gunpowder".

Young Viktoria Pochankona, 12, among the missing, phoned her aunt Evgenia during the blaze and said: "Everything is burning. The doors are blocked. I can't go out, I can't breathe."

Evgenia claimed almost all of her niece's classmates were at the cinema, including two to three parents and a teacher.

A distraught mum said all five of her children were in the complex, and are still feared missing.

Witnesses claim there was no fire alarm, after the fire broke out. Some 15 bodies were found near a locked emergency exit. Reports said 43 people were injured.

Shopper Ivan, who escaped with his daughter, said: "I heard people running and then saw flames. As we rushed out of the building, I saw a teenager falling out of a window. There was no fire alarm."

Rescuers were trawling through the mall looking for survivors after the blaze which lasted for five hours tore the cinema ceiling apart and wiped out the petting zoo.

Russia's Investigative Committee spokesperson said: "Four child corpses have been found in a nursery during the rescue operations."

Social media footage captured smoke billowing from the shopping centre windows as firemen fought to tame the blaze.

Reports of the victims' whereabouts remain unclear as one person claimed people had locked themselves inside a toilet, covering the gaps around doors with wet towels.

Evgeny Videman, director of the petting zoo said he believed all the animals have died.

He added: "There were no people left in the zoo. I just closed the doors. It was physically impossible to get the animals out."

A week after his election win, the tragedy may come as a severe blow to Putin who faces a mounting diplomatic crisis over the poisoning of former spy Sergei Skripal.

Putin ordered his emergencies minister Vladimir Puchkov to fly to Kemerovo, and take charge of the disaster.

Firefighters in the early hours of Monday, local time, still struggled to reach the fourth floor of the mall as temperatures were still "too high".

Putin sent his "heartfelt condolences to the families and friends of the victims and wishes for a speedy recovery to the injured."
