Auditor-General Reveals Source of Billions Found in Ikoyi Apartment Posted: 15 Dec 2017 03:40 AM PST The huge sum of money found at a residence in Ikoyi, Lagos, was taken from Nigeria's joint venture (JV) cash call account at the American bank, JP Morgan Chase, according to the report of the auditor-general of the federation. NNPC currently runs six JVs — with Shell Petroleum Development Company of Nigeria Limited (SPDC), Chevron Nigeria Limited (CNL), Mobil Producing Nigeria Unlimited (MPNU), Nigerian Agip Oil Company Limited (NAOC), Elf Petroleum Nigeria Limited (EPNL) and Texaco Overseas Petroleum Company of Nigeria Unlimited (TOPCON). Also, there was no official documentation for the official release of $289,202,382 to the the National Intelligence Agency (NIA) — which claimed the $43 million found at the residence was the balance from the money it received for "cover projects". Beyond a request sent to President Goodluck Jonathan by Ayodele Oke — who was the NIA director-general at the time — the normal processes of approval and authorisation for the release of government funds were not followed. In yet another revelation seen by The Cable, the CBN would normally credit NIA's account at the apex bank, but it was instead directed to release the money in cash to Oke, according to the audit report. In April 2017, the Economic and Financial Crimes Commission (EFCC) said it had discovered $43 million, £27,000 and N23 million stashed away at a flat in Ikoyi after a tip-off from a whistle blower. Following reports that the monies belonged to the NIA, TheCable subsequently reported that the agency collected $289,202,382 in cash from the account of the National Petroleum Investment Management Services (NAPIMS) at CBN in February 2015 after the postponement of the general election. NAPIMS is a subsidiary of the Nigerian National Petroleum Corporation (NNPC) which manages the JV investments of the national oil company. TheCable can now report that in the 2015 annual report of the auditor-general for the federation on the accounts of Nigeria, the auditor-general queried the "misapplication of joint venture cash calls for other purposes". On pages 75-76 of the volume two of the report seen by TheCable, the auditor-general wrote: "During the examination of the JVCC JP Morgan Chase Account and JVCC CBN Naira Account, it was observed that payments with amounts totaling $292,094,405.82 and N2,474,295,000.00 were made from the Joint Venture Cash call accounts for purposes outside the objectives for which the funds were provided for and thereby constituted misapplication of Federation Funds. "These include: The payment in "Cash" of a total of $289,202,382.00 (N56,972,869,254.00 at 2015 year end rate of N197.00 to $1) to the Director-General, National Intelligence Agency. The Director General sought the President's approval for the release of a total of $289,202,382.00 to the NIA for the procurement of 13 items of expenditure to enable NIA respond to the nation's mounting diverse and complex security challenges. "However, audit noted that there was no evidence of the President's approval to the request other than a minute to the then Minister of Petroleum Resources seeking assistance from the NNPC Security votes. It was not clear from records/documents examined the authority that NNPC/NAPIMS relied on to disburse this fund. "Audit noted that, of NNPC/NAPIMs did not make the payment to an identifiable NIA official account, but rather mandated the CBN to make the payment in Cash to the DG, in spite of government's e-payment policy and the huge sum involved. This was highly irregular. "Audit further noted that this payment was not budgeted for meaning that it was extra-budgetary payment. Also, it should be noted that an amount of $2,892,023.82 was charged by CBN on the transaction as commission, thereby making the total outlay on this transaction to $292,094,405.00." Dr. Donald Cline, 77, is accused of fathering at least eight children with different women who came to his office in the 1970s and '80s for fertility treatment. It's believed that he could have more than 20 children, Fox 59 reports. Cline, who is now retired, appeared in court on Thursday to plead guilty to lying to investigators. He wasn't charged with impregnating the women with his sperm because there is no state law against it.Suspicion into the former practitioner began in 2015 when one of the children found eight DNA matches after taking a test through the genetics company, 23AndMe, which referred the person to Cline's Indianapolis clinic. Because "live" sperm was being used at that time - instead of frozen samples - questions were raised about who would have been around each time to father that many kids. When the disgraced doctor was first approached by investigators, he denied using his own samples. DNA evidence, however, proved otherwise and Cline admitted to using his sperm whenever the donor was unavailable. Mbaekwe, who is from Ozubulu in Ekwusigo local government area of the state, was among three juveniles imprisoned at medium security prisons. He, Aguata and ten others regained their freedom when the State Chief Judge, Justice Peter Umeadi granted ordered that they be released due to their health and delay in prosecution. The defendant collapsed on the floor shortly after he was granted bail, begging the Chief Judge to let him stay back in prison as his relatives, numbering thirty one, have ganged up to kill him. "They said they will kill me if I come back home. They grabbed my father's land after killing him in 1980. They latter kidnapped me and threatened to kill me and that is why they abandoned me here since 2012," he cried out. Justice Umeadi however directed the Aguata Prisons Welfare Officer to take the defendant to the DPP of Ozubulu Police station who would in turn accompany him home. Libya slavery: 1,317 Nigerians rescued in 10 days | Mr Olumide's Blog Posted: 15 Dec 2017 02:27 AM PST The National Emergency Management Agency (NEMA) says a total of 1,317 Nigerians have voluntarily returned from Libya in the last 10 days having been stranded in the volatile country enroute Europe. The Director-General of NEMA, Alhaji Mustapha Maihajja, made the disclosure while receiving a fresh batch of 116 Nigerians who arrived the country on Friday morning. The man, identified as Dominique Pittman, had fathered three children by his victim's sister before he initiated amorous relationship with the teenage girl, Evalyce Santiago . Evalyce was shot and killed on Monday, December 4, before Dominique crashed the car the two of them were riding in, police said. Evalyce was found in the passenger seat of the flaming car, with three gunshot wounds to her head and hands. The car crashed into the yard of a private home about 10 a.m. that day. Dominique is accused of shooting Santiago and escaping from the vehicle before it burst into flames. "Police found him visibly shaken, with some bumps and bruises," Waterbury Police Deputy Chief Spagnolo said. Police are investigating the incident, which happened in Waterbury, Connecticut, USA. Evalyce's adoptive father, Francisco Rivera, said Dominique was also the father of three children with his other daughter. "He was my son in law. I just want the truth," Rivera said. He also said there was the need to put measures in place to protect lives and property following the increase in human and vehicular movement during festive period. Nigerian David Adindu jailed in U.S. for email scams | Mr Olumide's Blog Posted: 15 Dec 2017 01:17 AM PST A Nigerian was sentenced to three years and five months in prison by a U.S. judge on Thursday after he pleaded guilty to taking part in email scams to defraud thousands of victims around the world of millions of dollars, U.S. prosecutors said. David Chukwuneke Adindu, 30, was sentenced by U.S. District Judge Paul Crotty in Manhattan, according to an announcement from Acting U.S. Attorney Joon Kim in Manhattan. Gary Conroy, a lawyer for Adindu, said Adindu's role consisted mostly of setting up bank accounts in China and Hong Kong. He noted that the sentence was substantially less than the 97 to 121 months called for by federal guidelines. "I think the judge accurately assessed his relatively minor role in this conspiracy," Conroy said. Adindu defrauded his victims by impersonating executives or vendors of companies, prosecutors said, directing employees of those companies to make large wire transfers. Such scams are known as "business email compromise." Prosecutors said in Tuesday's court submission that the U.S. Federal Bureau of Investigation has found that business email compromise scammers often use Chinese bank accounts. Adindu was arrested at a Houston airport last year. Prosecutors said in an indictment that Adindu, who during the period in question resided in both Guangzhou, China, and Lagos, Nigeria, worked with others to carry out business email compromise scams from 2014 to 2016. Prosecutors said the scammers' targets included an unnamed New York investment firm, where an employee received an email claiming in June 2015 to be from an investment adviser at another firm asking for a $25,200 wire transfer. The employee later learned the email was not actually sent by that adviser and as a result did not comply with a second wire transfer request for $75,100, according to the indictment. 300 doctors abandon Nigeria | Mr Olumide's Blog Posted: 15 Dec 2017 12:52 AM PST Three hundred Nigerian doctors left the country in 2016, the National President, Nigerian Medical Association (NMA), Prof. Mike Ogirima has revealed. He said more doctors have already joined the migration train this year. He did not give any statistics, although NAN learnt that 500 doctors sat for qualifying foreign medical exams to move out. Ogirima made this revelation at the association's National Executive Council (NEC) meeting held on Thursday in Lagos. The meeting had as its theme, "Exodus of Healthcare Professionals, Time to Act is Now. " According to some reports, an estimated 35,000 Nigerian doctors are practising abroad, out of the 72,000 registered with the Medical and Dental Council of Nigeria. The United Kingdom and the United States are the top destinations of the migrant doctors. In August, an official of the National Association of Resident Doctors (NARD), Dr. Abimbola Olajide, revealed that no fewer than 2,500 doctors would leave the country this year. "Nigeria is using her resources to train doctors and professionals at the advantage of foreign countries.What are those things attracting these professionals outside? Can we duplicate those things here?, " Ogirima asked. The NMA President said that the responsibility to check the migration lies with the government, the people and professionals to provide good working environment. Ogirima said, "The government should provide adequate remuneration.We are not saying we should pay so much, but pay them for the job they are doing as at when due.
