How ex-Airforce boss Amosu diverted N2.7b, bought houses in UK – EFCC

Posted: 04 Oct 2017 03:49 AM PDT

The EFCC said it had discovered two properties which a former Chief of Air Staff, Air Vice Marshall Adesola Amosu (rtd.), illegally acquired in the United Kingdom with funds that he allegedly diverted from the coffers of the Nigerian Air Force.

EFCC told the Federal High Court in Lagos on Tuesday that investigation by its operatives revealed that Amosu bought the houses with the help of a Bureau De Change firm, Right Option Oil and Gas.

The ex-NAF helmsman, according to the EFCC, removed over N600m from NAF's account and sent it to the firm, which in turn converted it to $3m to purchase two properties for Amosu in the UK.

The EFCC said this was apart from the N2.1bn, which Amosu allegedly stole from NAF and used to purchase diagnostic equipment for a hospital, Solomon Health Care Ltd., personally owned by him.

An operative of the EFCC, Tosin Owobo, stated this at the resumed trial of Amosu and 10 others for an alleged fraud of N22.8bn perpetrated within NAF between March 2014 and April 2015.

The defendants are being tried before Justice Mohammed Idris, where they were arraigned on June 29, 2016 on 26 charges bordering on theft and money laundering.

Those standing trial alongside Amosu are a former Chief of Accounts and Budgeting at the Nigerian Air Force, Air Vice Marshal Jacob Adigun; and a former Director of Finance and Budget, Air Commodore Olugbenga Gbadebo.

The EFCC alleged that the defendants diverted N22.8bn, belonging to the NAF, using a number of companies.

The said companies were also joined as defendants in the charge.

The Trial
While being led in evidence by the prosecuting counsel for the EFCC, Mr. Rotimi Oyedepo, Owobo, who was the second prosecution witness, narrated to Justice Idris how the trio of Amosu, Adigun and Gbadebo, allegedly moved funds from NAF's operations accounts for their personal use.

Owobo said investigation by his team revealed that N5.9bn was transferred from NAF accounts to a BDC company, Delfina Oil and Gas, which was owned by Adigun.

He said N6.1bn and N3.6bn were traced to Mcallan Oil and Gas Trapezites BDC respectively, whose accounts were managed by Adigun.

He said N800m was traced to each of Deegee Oil and Gas and Timsegg, stressing that the companies neither had any Memorandum of Understanding nor rendered any services to NAF to warrant the transfer of the funds to them from NAF's operations accounts.

He added, "These companies were not into oil and gas. N21bn was moved from various NAF accounts without appropriation."

Owobo, however, said the EFCC had recovered some of the properties which the defendants allegedly purchased fraudulently while some funds were also recovered.

He said, "Members of our team visited properties in Nigeria upon which markings were placed and most of the properties have officers of the EFCC stationed there. They were handed over to the Asset Management Department of the EFCC.

"The properties have been attached by the legal department of the EFCC which obtained interim forfeiture orders of those properties," the witness said.

Owobo told Justice Idris that Amosu had returned up to N2bn to the Federal Government.

Further proceedings in the case were adjourned till Thursday, October 5.

Uber Drivers who Take Ladies to ATM to Rob Them Nabbed in Lagos

Posted: 04 Oct 2017 03:49 AM PDT

The Lagos State police command has arrested two Uber drivers who specialised in robbing ladies of their valuables at gunpoint.

The drivers, Fosta Rufus, 30, and Franklin Jogbodo, according to the Special Anti Robbery squad boss, Mohammed Sanusi, picked up their targets around Lekki, Ajah and VI areas of Lagos.

It was gathered that the suspects were accused of robbing their victims of valuables such as jewelry, expensive phones and cash, and their victims are mainly ladies who go out at night.

This is the second of such arrest of Uber drivers in Lagos.

Lagos State police boss, Imohimi Edgal, who paraded the suspects at the Command Headquarters, Ikeja, said the suspects sometimes would follow their victims to an ATM machine from where they would force them to withdraw cash at gunpoint.

He added that the suspects have admitted participating in three different robbery operations in the past. "On one occasion the suspects collected the sum of N86,000 from their victim using her Access Bank ATM. They have both confessed to the crime."

He said that a KIA Rio used in perpetrating the crime and other valuables, which including Samsung Galaxy 7edge plus and iPhone 6 plus, allegedly collected from their victims identified as Nancy Nzuegbo and Eze Chinonso, were recovered from the suspects.

The police boss said he has directed all Area Commanders and Divisional Police Officers to maintain police visibility in major roads and neighbourhood across the metropolis.

"I have also directed them to carry out constant raids of back spots. We hope to sustain the current low crime rate in the state" he said.

In his confessional statement, Franklin denied robbing anybody, saying it was his friend, Fosta who dragged him into the problem. He said he was the one who introduced Fosta into the Uber cab business.

According to him: "I met Fosta while working with UBA as a driver. I met him again sometime this year. I helped him to register as an Uber driver. It was him who collected the phones that were found on us from some ladies."

The dish, which has a diameter of just 13cm and would have been used to clean brushes, has a glowing, intense blue-green glaze and 'ice crackle' pattern.

The dish, which has a diameter of just 13cm and would have been used to clean brushes, was offered by Sotheby's with a guide price of $13.24 million, but there was a fierce 20-minute bidding war and the dish eventually sold to an anonymous bidder for $37.7 million.

More Arrests Loom In INEC Over Diezani's N23b "Bribe"

Posted: 04 Oct 2017 03:23 AM PDT

The probe and prosecution of INEC officials for allegedly receiving part of the N23bn disbursed by a ex-Minister of Petroleum, Diezani-Alison Madueke, is still ongoing. INEC Boss, Prof. Mahmood Yakubu, said the commission will continue to cooperate with the EFCC.

Yakubu said the last report given to him by the EFCC involved 16 states. He said the EFCC was already probing INEC officials in 20 other states over the fraud.

He said, "I want to say that this is the first time in the history of our elections that in one fell swoop, 205 officials were disciplined based on the interim report we received from the EFCC covering 16 states.

"Under the terms and conditions of service what we can do is to interdict them which means placing them on half salary and suspending them from work until their innocence or guilt is established. The last report covered 16 states and only last week I heard they had started prosecuting them.

"After receiving the report, we had a discussion with the EFCC and told them that for the outstanding 20 states, they should not submit any interim report to INEC but just prosecute them.

"Once they are taken to court, we activate the provisions of the terms and conditions of service. Whatever we need to do we will do even if it means getting rid of everybody in the commission and recruiting afresh for the purpose of the 2019 elections. We are committed to doing so."

Minister of State for Education, Prof. Anthony Anwukah, who is grappling with prostrate and urinary ailments, has been flown to the United States for treatment.

A senior director in a parastatal in the ministry, who spoke on condition of anonymity, however, said it was not a very serious matter.

"It is the normal sickness of old people, prostate problem. But it is not a very serious matter. It is just that he decided to rest in the US. As far as the education ministry is concerned, he is not very sick. It is not like he collapsed or anything."

The minister's Special Assistant (Media and Communication), Anthony Akuneme, confirmed that he was sick but said it was not a case of poison.

He said, "No, who told you that he was poisoned? What I am telling you is more authentic. It is just normal illness. The minister went for a routine check-up to the United States. He travelled last week and is expected to be back (soon). He was at the last FEC meeting before he travelled."

Girlfriend Fight? Hoodlums Clash, Vandalise 150 Vehicles In Lagos Over Woman

Posted: 04 Oct 2017 03:23 AM PDT

Uneasiness has pervaded Idi Araba and Olorunishola communities in the Mushin area of Lagos State after bloody clashes between two factional gangs in the neighbourhoods.

No fewer than 150 vehicles parked in compounds and by the roadsides were reportedly vandalised by the rascals during the clashes, while some members of the factions were injured.

The bloody fight was the climax of a supremacy battle between Idi Araba boys and Olorunnishola boys said to have started about four years ago.

According to Punch, the rival gangs had maintained peace for months before the battle was rekindled penultimate Saturday during a party organised by a lady on Olanrewaju Street, off Itire Road.

The unnamed lady was reportedly in a relationship with two men, each from the two factions.

It was said that members of both gangs had attended the party that day and as it progressed, a fight broke out between gang members.

A resident, who did not want his name in print for security reason, said one Faruk of Olorunnishola boys escalated the fight after he smashed a bottle on Abbey, a "strong member of Idi Araba boys."

He said Abbey's gang members regrouped and went on a reprisal to Olorunishola community to unleash mayhem.

He said, "Olorunishola boys also came to Idi Araba, Folarin Street and other neighouring streets around 12.30am on Sunday, September 10. They destroyed about 150 vehicles.

"Idi Araba boys comprised thugs from Daniyan, Sea Side, Lawanson, Odutan and Adekunle areas; and they are led by Emo, Sule Jagaban and Bere.

"Olorunishola boys also comprised hoodlums from Daniel, Morgan, Shittu, Igbeyin Adun streets and Ojuwoye in Mushin. They were led by Mopol and Bobo. Some of them are cult members.

"The lady that organised the party was dating members of both factions. The lady was given a post in her church and she celebrated it on that day. The party could not contain the two rival gangs."

Another resident, who gave his name only as Samuel, said the hoodlums cashed in on the clashes to rob residents of their valuables.

He added that the gangs clashed again last Friday during which two persons were hit with cutlasses in the head and hand respectively.

"Apart from destroying property, they entered into houses to steal laptops, generators, televisions and other items. Everybody here is afraid. We need more security and we want the police to stop the gangs from causing more havoc," Samuel said.

A car dealer, Mr. Lukman Ninalowo, said his car and that of his wife, parked on Folarin Street, were destroyed during the midnight mayhem.

He said, "They damaged the two cars – Mitsubishi and Sienna – and I have reported the vandalism at the Itire Police Division. They broke the glass on the driver's side of the Mitsubishi and smashed the windscreens of the Sienna. They came at night armed with cutlasses.

"Over 40 vehicles were vandalised on Folarin Street alone. They also entered premises and destroyed vehicles, including a car that a mechanic repaired for his customer.

"We urge the Lagos State Police Command to deploy more operatives in this area to support the Itire division. We learnt that four of the suspects were arrested and taken to court."

Another victim, Mr. Taiwo Adeneike, a civil servant said, he had no idea of how to raise fund to repair his vandalised car.

"They broke the windscreen and the driver's side glass of my BMW E36. The fight has been on for a long time, but that of Sunday assumed another dimension. I had slept off. I suddenly started hearing noises. By the time I came out, a lot of vehicles had been destroyed. The DPO of the Itire Police Division came that night," he added.

The Chairman, Ifetedo Community Development Association, Mr. Rasheed Bakare, called on the state government to intervene, noting that the gangs had created panic in the affected communities.

He said, "The cause of their fight is always baseless. Whenever they clash, it is innocent residents who bear the brunt. Vehicles parked on Itire Road, Morgan, Olorunishola, Durojola streets and Lawanson were damaged Over 100 vehicles were vandalised. I personally counted over 50 damaged vehicles on Folarin Street.

"Whenever there is any misunderstanding, they start destroying property and robbing people. We want the state government to intervene because it is getting out of hands."

The Lagos State Police Public Relations Officer, ASP Olarinde Famous-Cole, said the police had started a regular patrol of the areas.

He said, "Arrests were made and suspects have been charged to court. A raid was also conducted and five male suspects were taken to the Lagos State Task Force office in Oshodi.

"Apart from police patrol, we are also holding meetings with stakeholders in the communities to avoid any breakdown of law and order."

Kachikwu to Buhari: NNPC Boss awarded $25bn contracts without approval, sidelining me

Posted: 04 Oct 2017 02:48 AM PDT

Minister of State for Petroleum, Dr. Ibe Kachikwu, has written a petition to President Muhammadu Buhari, alleging acts of insubordination and humiliation by the Group Managing Director (GMD) of the Nigerian National Petroleum Corporation (NNPC), Dr. Maikanti Baru.

In the letter, titled 'Re: Matters of insubordination and lack of adherence to due process by the GMD NNPC – Dr. Baru,' written on August 30, Kachikwu said the NNPC boss had repeatedly sidelined and disrespected the board of the national oil firm, which is chaired by the minister of state.

The minister outlined the various alleged misdemeanours of the NNPC boss, urging Buhari to intervene by calling on Baru to respect due process.

In August 2015, Buhari appointed Kachikwu as the NNPC GMD, but replaced him with Baru in July 2016 and made the minister the chairman of the corporation's board.

In the letter, sighted by Punch in Abuja on Tuesday, Kachikwu said, "Mr. President, yesterday (August 29, 2017) like many other Nigerians, l resumed work and confronted with many publications of massive changes within the NNPC.

"Like the previous reorganisations and 'repostings' done since Dr. Baru resumed as GMD, I was never given the opportunity before the announcements to discuss these appointments. This is so despite being the Minister of State, Petroleum, and Chairman, NNPC Board.

"The board of NNPC, which you appointed and which has met every month since its inauguration, and which, by the NNPC, is meant to review these planned appointments and postings, was never briefed. Members of the board learnt of these appointments from the pages of social media and the press release of NNPC."

Kachikwu told Buhari that it was in the spirit of service and absolute belief in the President's leadership and integrity that he (Kachikwu), after one year of tolerating the disrespectful and humiliating conduct by Baru, decided to bring the GMD's acts to the President.

Kachikwu said he had been on a race to stabilise and move the industry to the next phase, adding that parastatals and all CEOs at these parastatals must be aligned with the policy drive at the supervising ministry to allow the sector register the growth that had eluded it for many years.

The minister stated that in anticipation of vacancies that would arise from retiring senior executives of the NNPC, he wrote to the GMD a letter requesting that they both have prior review of the proposed appointments.

"Not only did he (Baru) not give my letter the courtesy of a reply, he proceeded to announce the appointments without consultation on board concurrence.

"Mr. President, please note that there is a board service committee, whose function is to review potential appointments and termination of senior staff prior to implementation. This committee was also not consulted," Kachikwu said in his letter.

He said the open administration, which he introduced, had been completely eroded, as NNPC staff members were afraid of contacting the minister for fear of being punished, sidelined in appointments and targeted.

"The effect of the attitude of the GMD and the sidelining of the board is that there is a fear culture in the NNPC," Kachikwu stressed.

Listing his prayers, the minister noted that:
"We save NNPC and the oil industry from collapse arising from the above non-transparent practices and empower the board you inaugurated to do the needful."

He added, "That you save the office of the minister of state from further humiliation and disrespect by compelling all parastatals to submit to oversight regulatory mandate and proper supervision which I am supposed to manage on your behalf.

"You kindly instruct the GMD to effectively leave the NNPC to run as a proper institution and report out along due process lines to the board and that Your Excellency instruct that all reviews be done with the minister of state prior to your decision.

"That to set right examples, you approve that the recently announced reorganisation changes be suspended until the GMD, myself and the board have made relevant input to same. This will send a clear signal of due process and transparency.

"That Your Excellency encourage joint presentation meeting between head of parastatals and the minister of state to you as to encourage a culture of working together and implant discipline in the hierarchy."

Kachikwu said against the rules, some major contracts were never reviewed or discussed with him or the board of NNPC.

Some of these contracts, he stated, include the Crude Term contracts, valued at over $10bn; the DSDP contracts, valued at over $5bn; the AKK pipeline contract, valued at about $3bn; various financing allocation funding contracts with the NOCs, valued at over $3bn; various NPDC production service contracts, valued at over $3bn to $4bn.

"The legal and procedural requirement is that all contracts above $20m would need to be reviewed and approved by the board of NNPC. Mr. President, in over one year of Mr Baru's tenure, no contract has been run through the board.

''As in many cases of things that happen in NNPC these days, I learn of transactions only through publications in the media,'' Kachikwu wrote.

3 Things That Will Surely Make Your Marriage Better

Posted: 04 Oct 2017 02:23 AM PDT

A relationship is like a fine automobile — it can run very smoothly if given the right conditions. It can function effectively forever. If mistreated and not kept tuned, however, your marriage is sure to fail.

Fortunately, we have control over how "tuned" we keep our marriage. We have great ability to remain alert to the conditions of our marriage and to check in with our mate to ensure they are satisfied, as well with how the marriage is functioning.

While there are many necessary ingredients for a loving marriage...
(see I Corinthians 13; Galatians 5: 22-23), there are three necessities I'd like to focus on today: compassion, consideration and collaboration. Certainly, you could argue that if you are loving as defined by I Corinthians 13 or exhibit the fruits of the Spirit you will show compassion, consideration and collaboration and your marriage will likely thrive.

Let's examine each of these a bit more closely and then we'll explore how you might try these out in your daily life.

Compassion. Compassion is at the heart of every meaningful relationship, because when we feel compassion for our mate we move toward them, caring about their well-being. We attempt to walk in their shoes, showing empathy and concern for the challenges they face.

Interestingly, there is a compassion paradox: If it's available whenever needed, it's seldom needed. If there is a scarcity of compassion, your mate will likely develop a deprivation mentality, causing them to seek all they can get when they can get it. If compassion is absent for long enough, resentment will occur.

Showing compassion, in my experience, doesn't necessarily happen automatically but can be cultivated, much like empathy. Being mindful that compassion is needed consistently, look for ways to show concern and compassion for whatever troubles your mate is experiencing. Be on the lookout for opportunities — and they will arise — to show compassion.

"Therefore, as God's chosen people, holy and dearly loved, clothe yourselves with compassion, kindness, humility, gentleness and patience" (Colossians 3: 12).

Consideration. Consideration (or respect!) is vital to holding a relationship together. Consideration shows you are being thoughtful of your mate, attending to them and what they have requested from you.

When you think about it, really think about it, your mate has likely told you how to best love them. They have shared with you at one time or another what they appreciate and what they don't appreciate. While they may not have shared as firmly as you'd like, they have given you a lot of information about how best to love them. Have you considered that information and implemented it into your relationship?

Far too often we love our mate the way we want to be loved. We communicate in a way that is natural for us, but not necessarily effective for them. Take the time to consider who this person to whom you are married is. What are their unique needs? How have they asked to be loved?

Collaboration. Collaboration — working together — is absolutely critical in marriage. Effective collaboration leads to cooperation, better decision-making, communication and the sharing of values. Working together leads to a positive feeling of teamwork.

No two people are going to agree on everything, however; marriage is a blending of two separate people, with differing backgrounds, values and principles. This is part of what makes marriage so exciting — the blending of differing perspectives. While initially exciting, these differences can lead to conflict. You must work together, listening carefully to each other, and then working together to solve problems.

Resolution of conflict occurs through the power of collaboration. Scripture says, "Do two walk together unless they have agreed to do so?" (Amos 3: 3) Healthy couples agree to not only walk together, but to problem-solve in a way that honors each other's points of view.

Here are a few additional ideas to help you develop these qualities in your marriage:

First, resolve to cultivate compassion, consideration and collaboration. These three traits can be cultivated in your marriage. It will take focus, intention and determination. Agree with your mate on this "3 Step Plan" to improve your marriage.

Second, develop a plan to cultivate these traits in your marriage. Share with each other which traits are most important to both of you. Then, consider how you might cultivate these traits. Will you read a book on each topic? Can you listen to podcasts on the issues? Make a specific plan for cultivating these traits;

Third, measure progress on each quality. Agree to talk weekly until you have reinforced and strengthened these qualities in your marriage. Agree to offer feedback to each other, being receptive to hearing how you are doing at offering these qualities to your mate.

Finally, catch each other doing them well. It is important to be on high alert for these three different qualities. Notice when your mate is compassionate towards you. Thank your mate for making an effort to be considerate. Finally, do your part in collaborating with them on problems.

Why Cost Of Foodstuffs Is High – Lai Mohammed

Posted: 04 Oct 2017 01:48 AM PDT

The Federal Government says despite the revolution witnessed in the agricultural sector, the cost of food items is still high because of infrastructural deficit and export demands.

The Minister of Information and Culture, Alhaji Lai Mohammed, said this on Tuesday when he featured in a Current Affairs programme "Focus Nigeria" on a Television station.
"Despite the fact that the production of staples like rice, grains, yam has increased with the agricultural revolution of the government, food items are still on the high side.
"There are many reasons why the prices are still up there but principally, I think it is an infrastructural deficit.

"By this, I mean what it takes to bring the produce from the farms to the farm gates and from the farm gates to the city centres and this may not improve until various road and rail projects are completed.

"The good news, however, is that from October this year, the General Electric, which has the concession for the 3,500 narrow gauge rail routes will commence work.

"The Lagos to Kano standard gauge rail project and the Lagos to Calabar rail lines which will crisscross all the South Eastern States are priority projects of the government.

"That will help in the transportation of goods and services including agricultural produce at a far cheaper fare and that will percolate to the common man," he said.

The minister said that the government would leave no stone unturned to ensure that the Lagos to Ibadan, Kano to Maiduguri and other critical roads across the country were completed.

He also explained that "there is so much demand for our grains and cereals from other parts of Africa.

"You cannot stop the farmers especially with the ECOWAS Protocols that allows for free movement of goods and services.

"There is also a lot of demand for our grains from other parts of the world and as a matter of fact, we got over N30 billion from agricultural export in the second quarter of this year.

"I believe that with the economy picking up and the various infrastructural development coming up, Nigeria will very soon start to feel some relief.

"Also the Presidential initiative to employ 10,000 people from each state in the agricultural sector will bring succour and a lot of relief," he said.

We Spent N177m To Bribe Lawmakers — IAR&T Director, Two Others Jailed 40 Years

Posted: 04 Oct 2017 01:23 AM PDT

Ex-DG of the Institute of Agricultural, Research and Training, Prof. Benjamen Ogunmodede, has said that he and two other persons convicted alongside him spent N177m to bribe lawmakers and some employees of the Federal Ministry of Finance.

Prof. Ogunmodede and two staff members of the IAR&T were on Tuesday sentenced to 40 years in prison without an option of fine by a Federal High Court sitting in Ibadan.

They were convicted of mismanaging funds meant for the payment of salaries and execution of projects in the school.

The other two convicted persons were the institution's account staff members, Zacheus Tejumola and Adenekan Clement.

The three individuals were arraigned by the Economic and Financial Crimes Commission in 2011 on 16-count bordering on conspiracy, unlawful conversion, stealing of school subvention among others.

While giving the judgment, Justice Ayo Emmanuel said each of the convicted persons would spend four years for each of the charges they were guilty of, adding, however, that they would spend the jail term concurrently.

Ogunmodede and others were accused of diverting N177m out of a subvention of N600m released by the Federal Government for the school.

The sum (N177m) was said to have been spent without due process.

In their defence, the convicted persons claimed that a huge part of the money was used to bribe members of House of Representatives and some staff of the Federal Ministry of Finance who facilitated the release of the fund for the research institute.

But Justice Emmanuel ruled that Ogunmodede and others were clearly guilty of the charges preferred against them.

He said that bribery and money laundering were illegal activities that had been prohibited in the country and that they were punishable under the law.

The judge said the sentence would serve as deterrence to people in public position who might wish to mismanage public fund.

"We must have it in our mind that the primary reason for sentencing a guilty person is to serve as a deterrence to those with similar criminal tendencies and for rehabilitation of the accused.

"The two reasons are sociological in nature," he said.

Ogunmodede's counsel, Tunde Olupona, from the chambers of Rotimi Akeredolu, said the legal team would review the ruling and decide on the next step.

EFCC's lead counsel, Nkereuwem Anana, said the judgment was an indication that the war against corruption was being won, as the judgment would send a clear message to others who are mismanaging or embezzling public funds that the long arm of the law would one day catch up with them.
