Lucky Erebulu, two years ago. It is in the light of this that the PDP wishes to state that we are not too shocked at the steps taken by the Administration of the All Progressives Congress (APC) in reinstating a supposed criminal and fugitive, Abdulrasheed Maina to office instead of getting him arrested. 3. Birds of a feather flocks together. 4. All people of good conscience will not forget in a hurry that Maina, who was given an assignment by the Last Administration of the PDP to superintend the now defunct Presidential Task Force on Pension Reforms, dipped his hands into the Jar and helped himself to N100 billion of what he was supposed to safeguard. 5. With good conscience at fighting corruption, the PDP Government then, mandated the Anti-corruption Agencies to perform their constitutional duty. Maina fled, only to resurface in the Country four months ago under the Buhari Administration. 6. As a Party of good conscience, we wish to condemn in strongest terms, the penchant of the Administration of President Buhari to giving safe haven to known criminals while hoodwinking Nigerians that it's fighting corruption. 7. While we are growing fatigued shouting ourselves hoarse in protest against nepotism, a clear form of corruption under this administration which has been elevated to state craft, we are appalled that the reinforcement of financial corruption by this government might soon lead to the demise of this Nation if the Celestial does not intervene. 8. We are worried that the APC Administration seem to have grown thick skins to constructive criticism; otherwise, no sane government, in spite of the open condemnation the Party has received from Nigerians over its shielding of criminals, will repeat another one as done in the case of Maina. 9. The PDP wish Nigerians can demand from the APC Government, the Civil Service Rule it relied upon in promoting a wanted criminal who had abandoned his duty post as an Assistant Director, to the position of a Director with all benefits attached. 10. We wish the APC Government will tell Nigerians where and when, and under which Court Jurisdiction Maina was cleared of his criminal allegations of stealing, warranting his restoration to duty and getting rewarded with double promotion. 11. It is reported that the Fugitive has been rewarded with payment of bogus salary arrears amounting to N22 million, which he has reportedly collected upon approval and release by the Accountant General of the Federation. 12. We dare the Government of the Day to deny this with verifiable evidences. 13. We are shocked and sad as well that the Economic and Financial Crimes Commission (EFCC) with its viable network under the Administration of the PDP has suddenly lost steam to the Point that it wasn't aware of the Entrance of a high class wanted criminal into the Country until the Media exposed it. 14. Nigerians can see that the APC Administration has taken the fire out of our security agencies like the Police, the Department of State Services (DSS) and the likes. 15. How else can one explain why it took the Media to expose the Arrival and Promotion of Maina by the Government before the Agencies became aware of his presence in the Country. Nigerians will not forget in a hurry that the President Buhari Administration has severally shown it's commitments to protecting financial criminals who are willing to play ball and are known to be ardent supporters of the Ruling Party. 17. It is on record that Ahmed Gambo Saleh as Registrar of the Supreme Court, was accused of stealing N2.2bn belonging to the Supreme Court and was caught red handed. 18. Same Ahmed Gambo Saleh was initially arraigned but the Case was almost immediately withdrawn and he was made Secretary of the NJC. 19. Unexplainably, same Ahmed Gambo Saleh is now also the Secretary of the Committee monitoring corruption trials. 20. Nigerians have not forgotten in a hurry how the so called corruption fighting Government of President Buhari refused to allow the Law take its course in the graft allegations involving suspended Secretary to the Government of the Federation (SGF) Babachir Lawal and the Director-General of the Nigeria Intelligence Agency (NIA), Ayo Oke. 21. The Government seem to have also buried without shame, the Expose by the Minister of State for Petroleum Resources, Ibe Kachikwu on the Illegal Award of Contracts running to over $25 Billion by the Group Managing Director (GMD) of the Nigerian National Petroleum Corporation (NNPC) who has told the World that he has the Support of President Buhari in carrying out the heist. 22. Though we know that the APC is like a dead horse immune to any positive prompting; we however, will not do, but ask that the right thing be done. 23. In this wise, we ask that President Buhari should for once, act like a President of a nation and not as a sectional leader whose ideas of right and wrong depends entirely on who is involved. 24. The President should understand that this is a moral and criminal issue and should be so treated. 25. Story of Maina's Return & Escape: The Audacity of Corruption Posted: 24 Oct 2017 02:39 AM PDT Abandoning his trademark reticence, President Muhammadu Buhari acted decisively on Monday by ordering "the disengagement of Abdulrasheed Maina," the former chairman of the Presidential Pension Reform Task Team, from service. But before then, the damage had already been done to his sanctimonious crusade against corruption. Maina's reinstatement to the post of a director in the Ministry of Interior has generated outrage since it became public knowledge at the weekend through an online newspaper report. He was accused of serious fraud over pension funds after he was entrusted with the task of cleaning up the mess in 2010. However, Maina's sacking and the directive to investigate the circumstances of his reinstatement are an opportunity for President Buhari to get to the root of the huge pension fraud and refocus his waning anti-corruption campaign. Throughout the weekend, the audacity of Maina's reinstatement fittingly dominated national discourse. By some accounts, Maina had allegedly stolen N195 billion of pension funds at a time pensioners were dying needlessly, waiting to be paid their entitlements. For this, the police had declared him wanted in 2012. But apparently wielding his influence, he had neutralised all efforts to have him to answer questions about his controversial tenure at the PRTT. In the ensuing imbroglio, the Economic and Financial Crimes Commission also declared Maina wanted in July 2015 and Interpol in February, 2016 over the same scam. The EFCC had charged him to court alongside a former Head of Service, Steve Oronsaye, and two others over alleged biometric pension fraud of N2 billion. While the other accused persons appeared in court, Maina absconded and after some time, he reportedly fled the country. Therefore, the then Goodluck Jonathan government ordered the Federal Civil Service to terminate his appointment for absenteeism. The uproar over his reinstatement, double promotion and secondment as a director is therefore not unexpected. Let's get the facts straight. Maina could not have acted alone in this saga. Winifred Oyo-Ita, the HoS was initially reported to have written the letter of secondment to the office of Abdulrahman Dambazau, the Interior Minister. The HoS is the custodian of civil service rules and could not have acted secretly in a case that has attracted public attention. As of Monday, Maina was still a wanted person on the official website of the EFCC, rendering the first responses by the HoS' spokesman and the minister evasive and complicit. The case got messier on Monday when Oyo-Ita flatly denied ever posting Maina to the ministry as claimed by Dambazau. Maina first came to public consciousness as an instrument for cleansing the monumental fraud and outright stealing that were being perpetrated in public pensions and he quickly went to work, claiming back then in 2012 that about N3.3 trillion might have been released by the Federal Government since 1976 without being accounted for. The details were shoddy. But Buhari was elected President in 2015 on a promise of combating the blight of Boko Haram terrorism and corruption. He has professed for too long to be morally offended by the level of corruption on Jonathan's watch. Far much more than his opponents could ever dream, however, the President has damaged his own reputation for integrity, compromised the anti-corruption war and dashed hopes that he would be a unifying figure in a fractured, divided nation. His swift response to the Maina scandal is uncharacteristic and the scandal might never have happened if he had acted so decisively in the past. There has been a serial condoning of corruption when it comes close to home. The Chief of Army Staff, Yusuf Buratai, and Dambazau were alleged to have acquired unexplained wealth, as was his controversial Chief of Staff, Abba Kyari. He brushed these aside just as he initially ignored allegations of corruption against the Secretary to the Government of the Federation, Babachir Lawal, who was later indicted by a Senate probe panel. Even after eventually suspending Lawal and receiving a separate probe report of a presidential three-man panel headed by Vice-President Yemi Osinbajo on the SGF and on Ayo Oke, the suspended chief of the National Intelligence Agency, in whose custody $43 million and other cash were found, Buhari has sat on the report. When Abdulmumuni Jibrin, a former chair of the House of Representatives Appropriations Committee, blew the lid on how budgets had been padded by billions of naira to corruptly enrich lawmakers, even confessing to being a beneficiary, the government failed to move against the House Speaker, Yakubu Dogara, and other principal officers, instead, using the police to harass the whistle-blower. The government thus missed a golden opportunity to break a system that enables lawmakers to annually cream off up to N100 billion through the notorious constituency projects scam in the lower chamber. Corruption was on the march again when Isah Misau (a senator) recently accused the Inspector-General of Police, Ibrahim Idris, publicly of failing to account for over N10 billion monthly earned from special security postings, among others. Again, instead of using this lead to resolve the contentious issue of over 100,000 policemen being assigned to individuals and corporate bodies and the monies levied on them, the Attorney-General of the Federation, Abubakar Malami, curiously filed criminal charges against Misau. Similar cronyism has been playing out after the outcry by Ibe Kachikwu, the Minister of State for Petroleum Resources, who alleged that Maikanti Baru, the Group Managing Director of the Nigerian National Petroleum Corporation, had been sidelining him as chair of the board, made appointments and entered into $25 billion transactions without the board's approval. Rather than insist on due process and build institutions, the Presidency has sided with Baru, denying allegations of corruption when in fact, Kachikwu only complained of procedural wrongs and not corruption. The sacking of Maina is not enough. A report of how the Maina shenanigans was orchestrated, which the President directed to be done and forwarded to his Chief of Staff by the close of work on Monday, should not be another window dressing. It is obvious that it took the effrontery of highly placed, tainted government officials to pull off this absurdity. The offices of the HoS and Dambazau, have been fingered. This is an abuse of office, an embarrassment of immense proportions to the Federal Government, which should claim the scalp of those found culpable. We must not lose focus of the victims of these crimes: the hapless pensioners. Buhari should act on the report without delay to allay the fear of those who might suspect an official seal to Maina's recall. To start with, the fugitive must be made to face justice. The EFCC, which still maintains that he is a wanted person "for offences bordering on procurement fraud and obtaining by false pretences," should seize the moment and get him and his accessories arraigned in court. Maina's secret return sent another powerful signal that Nigeria is being ruled by a crooked cabal. Buhari's leisurely, distracted style of governance has allowed a coterie of self-seekers and sectional bigots to hijack governance and act badly in his name. A leader's integrity is only fully tested when he is called upon to act when those close to him are offenders; not when opponents are the culprits. Buhari should change gear or come out completely discredited. He should investigate the veracity or otherwise of the deluge of complaints against his top aides and other associates that are reported to exert so much influence despite holding no official positions. As Tam David-West, a former Petroleum Minister, once advised, Buhari needs to clean up his house. 'It looked weird to me so I ran upstairs.' The boy then claims Maraj later came to find him and slapped him in the face 'about 10 times.' He said Maraj asked him if he'd seen anything, and slapped him on the cheek when he replied 'yes'. Maraj allegedly then threatened the boy would never see his mother again if he wasn't silent. I Crawled In Bush For Hours To Escape – Bishop who traveled with murdered cleric Posted: 24 Oct 2017 02:09 AM PDT Bishop of the African Church, Ondo Central Missionary Diocese, Rt. Revd. Samuel Ojo, has lamented the killing of the Chaplain of the church, Revd. David Ayeola. The late Ayeola was killed by suspected kidnappers in Ekiti State during a botched rescue operation. Bishop Ojo, who escaped abduction by a whisker, said the gunmen were Fulani herdsmen, calling on the police to bring the perpetrators to book. Recall that Revd. Ayeola was kidnapped by the gunmen last Thursday while travelling with the bishop, his wife and the driver. The kidnappers had demanded N100m ransom. The police were attempting to rescue the 26-year-old cleric when he was shot dead by the gunmen, who immediately fled the scene. Ojo, who had gone into hiding after the attack, told Punch that the death of the cleric shook the church, adding that no service was held on Sunday in all parishes of the denomination in Ondo State. Recounting the attack that led to the capture of Ayeola, he said: "My in-law, an indigene of Ayegbaju Ekiti, had died and my wife, the chaplain, as well as my driver followed me to the village last Tuesday in preparation for the burial. "On Thursday, we went to my hometown in Imojo Ekiti. Around 6pm, we left the village to return to Ayegbaju, venue of the burial. However, when we got to a place between Imojo and Oye Ekiti, some masked gunmen emerged from the bush, blocked the road and started shooting continuously. "Our driver attempted to turn back, but he discovered that members of the gang were also coming from the back. He suddenly drove into the forest. Myself, my wife, the reverend, and the driver ran into the bush. I told them to run for their lives and we fled in different directions. I crawled in the forest for hours." He explained that he and his wife, together with the driver, later emerged in another town at different times, from where they informed villagers and relatives about the incident. He said late in the night, he was informed that the kidnappers had called Akure, the church's headquarters, to demand the payment of the N100m ransom. "Afterwards, the kidnappers started calling me with the reverend phone number. From their accents, they sounded like Fulani. They were threatening to kill him if we didn't pay the money. When I offered them N500,000, they insulted me and the church. "Meanwhile, commissioners of police in Ekiti and Ondo states had deployed policemen in the three divisions surrounding the place to look for him. The hunters association in the town had also moved into the forest to search for him. "On Saturday, I was called by the kidnappers and I told them that we were looking for the money. By 11pm, some indigenes who went to their farm, sighted three men with guns. They saw the priest with them. They informed the police and that was how the police and the hunters invaded the forest to rescue him," he added. He explained that the policemen and the kidnappers engaged in a shootout, saying the police later backed off in order not to endanger the life of the hostage. Ojo said the gunmen shot and killed the priest. "I ordained him in 2015. He was the best at the college of theology in his set. He was an excellent and vibrant preacher of the gospel. We are all saddened by his death. We want the police to get the suspects and bring them to book. This is a great loss to the church," he added. Buhari reminded Jonathan that unlike during his regime, when between N800bn and N1.3tr was paid out yearly as "petrol subsidy" without making fuel available even at regulated prices, he had not been paying any subsidy, yet fuel is available and queues disappeared from filling stations. Speaking at Nigeria Governors' Forum (NGF) Conference for media handlers of state's chief executives, the President, represented by Minister of Information Lai Mohammed, said: "Those who accused this Administration of 'propaganda and lies' in the fuel supply sector, for example, did not tell Nigerians that whereas they paid between 800 billion and 1.3 trillion Naira as 'subsidy' yearly in their time, without making the products available even at regulated prices, this Administration is not paying any subsidy, yet all products are currently available at competitive prices and fuel queues are now history. "In their time, they paid subsidy of N3.7bn DAILY in 2011; N2.2bn DAILY in 2012 and 2013, and N2.5bn Naira DAILY in 2014, all for products that were never available." Describing disinformation and fake news, as "evil twins" in the public space, the president said that they have become potent weapons in the hands of opposition, expressing worry that they will be the biggest obstacle as the 2019 general elections. He said, "Let me be straight: This is the most difficult time for anyone to find himself or herself in your position. Why? Because in addition to working with a tight budget, you face the double tragedy of disinformation and fake news, buoyed to a large extent by the advent of Social Media. Never before have these "evil twins" of disinformation and fake news permeated the public space as they have now and, make no mistakes about it, they have become potent weapons in the hands of naysayers. Sadly, they will be the biggest obstacle facing you from now till the 2019 general elections, whether you believe it or not. "In recent days, you have all seen the dangers posed, not just to you but even the general public, by those who have chosen to deploy disinformation and fake news as a weapon of choice. First, they created unnecessary panic in the society by claiming that Monkey Pox resulted from the Federal Government's deliberate injection of people with the virus in certain states. We had hardly dispelled that when they claimed that the military, which is going beyond the call of duty to support the civilian populace, has been injecting school children with Monkey Pox, forcing many parents across a number of states to withdraw their children from school for days. Imagine the implication of this on the affected children's education and health. "Now, the disinformation is that ahead of the forthcoming election in Anambra, the government has been providing IPOB uniform to some people to cause mayhem, so they can in turn blame IPOB, and that many roads leading to Anambra will be closed before and after the elections, hence they advised Anambra residents to stay at home and not come out for the election. This is all disinformation, pure and simple. There is no such plan. Notorious Rival Gangs Fight In Ibadan; Burn Houses, Cars Posted: 24 Oct 2017 02:09 AM PDT No fewer than 20 shops, 3 houses and several vehicles were destroyed when gang members engaged in a free-for-all in the Isale-Osi, Born Photo and Gidarami areas of Ibadan, Oyo State. The deadly clash began on Sunday and continued on Monday as residents fled their homes. A witness said many of the suspected hoodlums sustained machete injuries, while others were stabbed with knives and broken bottles. The witness, who is also a resident of the area, told Punch that the clash was caused by the death of one of the notorious gang leader, who was said to have been killed by members of the rival group during a party in the area last week. "The gangs are from Popoyemoja and Born Photo areas in Ibadan. One of the leaders of the gang was killed last week at a party. His members alleged that he was killed by a rival group and they planned to avenge his death. They came on Sunday night; but it was not a serious clash. "On Monday, they returned and a fight broke out between the two groups. They started burning shops and destroying vehicles and houses. They used guns, knives, machetes, broken bottles and other dangerous objects in the fight. Several members of the gangs were injured. We had to flee the area for fear of being caught up in the fight. They targeted any house where any member of the rival cult lived in. My sister's shop was burnt, with goods worth thousands of naira destroyed. As they unleashed mayhem, they sang war songs," said the witness. He said that when the targeted rival members fled, the hoodlums refused to leave, targeting relatives of their perceived enemies. A member of the state House of Assembly, Kehinde Subair, was said to have visited scenes. Man stabs commercial sex worker to death in Enugu | Mr Olumide's Blog Posted: 24 Oct 2017 01:59 AM PDT Emmanuel Ezegwu, a student of Institute Of Management and Technology IMT, Enugu, has been arrested by the Enugu state police command for allegedly stabbing a commercial sex worker to death on Sunday, following a disagreement with her. In a statement released by the Police Public Relations Officer (PPRO) SP Ebere Amaraizu,, the incident happened at 3:30 a.m. at Onuato Street, Enugu. The victim, followed Amaraizu to his apartment , they got into an argument which led to her death. . . He said that the suspect, promised to pay the victim N4,000 after passing the night with him and demanded they have sex immediately they got to his place as he had drank to his fill. "His request did not influence anything as the deceased allegedly requested to finish what she was inhaling in order to be in the mood for the business of the day. The accused maintained that after several hours of pressuring her and without any answer, he slept off and woke up before 3 a.m.," Amarizu stated. The police spokesman said that the accused immediately ordered the sex worker to leave the apartment since the aim of bringing her appeared to have been defeated. "The accused said that the deceased resisted the order, insisted on being paid, and allegedly warned him to beware as she would not succumb to any person's threat whatsoever. She later headed for a kitchen knife after allegedly biting him. The accused further revealed that a fight suddenly broke out between them and as the deceased tried to stab him to death with the kitchen knife, he overpowered her," he said. . Amarizu quoted the suspect as saying that the kitchen knife went straight to the stomach of the deceased and he finally stabbed her on the neck region and she died. The command's spokesman, SP Abigael Unaeze, while parading the suspect before newsmen, said Suleiman and three others at large conspired and took his father-in-law to an unknown place in Kogi State under the pretext of curing him of his sickness. The spokesperson said the suspect, who was arrested with a bag containing 88 bundles of fake dollar notes, confessed to the crime. Suleiman who claimed he doesn't know the real owner of the money, however claimed that he was directed to give it to one Engineer Abdullahi Sambo. His words: "I am on errand. The whole thing is just like a mystery. I was called by some unknown persons to contact Kahlifa who will give me something to take to Engineer Sambo in Minna. The people promised to help me financially. When I got to Minna, I went to Sambo's house, on getting there, his relatives called the police that I brought take notes for their father." When asked what the money was meant for, Abubakar said, "I do not know what the money is meant for. I was only told it was meant for Engineer Sambo. I am on errand and it was not my business to know if the notes are fake. I was doing what I was sent." Southern Governors Meet In Lagos; Give Fresh Conditions... Okorocha absent Posted: 24 Oct 2017 01:39 AM PDT States in the Southern part of the country yesterday reiterated their belief in true federalism within the context of a united Nigeria They condemn the situation whereby, "States are disparaged for always carrying begging bowls to Abuja in quest of hand-outs from the Federal Government. This is a function of our present national constitution that burdens the Federal Government with activities and responsibilities that rightly fall within the province of states. In a communique after the first meeting of the 17 Southerm states governors, 12 years after the Forum was inaugurated, the governors also said the south required more infrastructure from the federal government. They also agreed to continue to collaborate as partners in progress. Host Lagos State Governor Akinwunmi Ambode was appointed chairman of the Forum with Bayelsa State Governor Seriake Dickson and Ebonyi State Governor Dave Umahi as co-chairmen. Imo state Governor Rochas Okorocha is the only governor who did not attend and failed to send a rep. Delta State Governor Ifeanyi Okowa and Anambra State Governor Willy Obiano sent their deputies. Ambode said states would benefit from the envisaged restructuring. He said the goals of true federalism, which included the strengthening of autonomy and the enhancement of fiscal viability, would enable states to develop at their own pace, based on their peculiarities. Ambode, who hosted the meeting of the Southern governors last night, said the forum had achieved an increased awareness on the sustenance of the national question that is germane to peaceful co-existence in the country. However, he said a lot needed to be done and achieved, stressing that true federalism required urgent, meticulous and proactive attention by the forum. Ambode frowned at what he described as the non-periodic review of the revenue formula as provided by the constitution to reflect evolving realities. He said the review is crucial to enhance the viability of states and local governments and their capacity to fulfil their developmental roles in the polity. The governor added: "The productivity and revenue-generating capacities of most states are thus stifled, thus turning them into no better than street beggar states incapable of even meeting routine obligations of paying workers' salaries and pensions without federal support." Ambode recalled that Lagos State had fought and won several legal battles since 1999 that systematically strengthened its autonomy and enhanced its fiscal viability. He noted that the state had won the legal control over the management of its environment, the control of urban and physical planning, the regulation of overhead masts, the registration and regulation of hotels and restaurants, and the control of inland waterways. Ambode said these victories belonged not only to Lagos but also to other states, adding that, if Lagos could achieve so much by fighting alone, the Southern Governors' Forum would accomplish more through collective planning and strategy. The governor said the forum had been reactivated at the time the National Assembly is harmonising its differences over the 1999 Constitution amendment which will soon be transmitted to the Houses of Assembly for approval. He said: "It is important for this forum to comprehensively look at the proposed amendments with a view to working with our respective Houses of Assembly to ensure a coordinated response on our part that will strengthen the practice of democracy, federalism, constitutionalism and the rule of law. Ambode clarified that while pushing for greater devolution of power, responsibilities and resources from the centre to the states, the goal of the forum is neither to a weak centre and strong states and vice versa. The governor paid tribute to former Lagos State Governor Bola Ahmed Tinubu for his initiave, recalling that he hosted the first meeting of the forum in Akodo Beach Resort, Ibeju-Lekki, when he was at the helm of affairs. He said while the initiative was received with mixed feelings at the time, Tinubu was vindicated later because of its achievements as the forum became a vocal voice on matters of critical importance, not only to the Southern Nigeria, but to the country as a whole. Ambode hailed the form for advocating for a special allocation to oil-producing states in the Federation Account, adding that its agitation led to the current 13 per cent revenue derivation and allocation from the Federation Account. He added: "Another major victory won towards strengthening the country's practice of true federalism was the declaration by the Supreme Court in 2002 that the then prevalent practice of the Federal Government deducting monies from the Federation Account as a first charge for the funding of Joint Venture Contracts, the NNPC priority projects, servicing of Federal Government's external debt, the judiciary and the Federal Capital Territory (FCT) and other federal obligations were illegal and unconstitutional. Goodluck Jonathan ordered to appear in court for Olisa Metuh as witness Posted: 24 Oct 2017 01:39 AM PDT The Federal High Court in Abuja has ordered former President Goodluck Jonathan to appear before it to testify as a witness in defence of a former National Publicity Secretary of the Peoples Democratic Party, Chief Olisa Metuh, who he allegedly gave money. A court official confided in Punch that Metuh's legal team filed the draft subpoena before Justice Okon Abang shortly after the Monday's proceedings. He said the judge signed the subpoena after retiring to his chambers at the end of day's proceedings. The source, however, indicated that Jonathan's court appearance on Wednesday would be dependent on whether or not he would be served with the subpoena signed by the judge between Monday and today (Tuesday). Jonathan's Abuja home was indicated on the subpoena as his service address. The source said, "I can authoritatively tell you that Metuh's legal team filed the subpoena before the judge on Monday and the judge signed the subpoena promptly after the proceedings on Monday. "The judge indicated in the subpoena that the former President should appear in court on Wednesday. "But whether or not the former President would appear in court on Wednesday would be dependent on if the court bailiff will be able to serve him at his home in Abuja between Monday and the end of Tuesday."
