Lagos Vigilante Members Land In Trouble After Abducting A Man

Some members of a local security outfit who allegedly attacked and stabbed a man on his way home were apprehended in Igbokuta, Imota Development Area of Ikorodu, Lagos.

It was gathered that the vigilante members launched the attack on their victim over land issue in the area.

Eyewitnesses revealed that the vigilantes who stabbed their victim, also abducted him and took him away to an undisclosed location. They were accosted by other security operatives after releasing gunshots.

Reports have it that the same group of vigilante members were arrested some months ago for kidnapping but were later released.

Stray Bullets Kill Final Year Student and A Staff Of UNILAG

A final year student of the University of Lagos, Rasaq Akokia and Akintunde Fadugba, a staff of the Centre for Information and Technology System, UNILAG have been killed by some hoodlums on Opayemi Street, Abule Ijesha, Yaba, Lagos.

The sad incident happened on Friday around 11pm. It was gathered that Akokia, a 400-level student and Fadugba died when hoodlums, numbering six reportedly led by a drug dealer, known to the police, had stormed the community on motorcycles and shot indiscriminately.

According to The Punch, Fadugba, who was said to be relaxing in front of a barber's – a stone's throw from his residence – was shot and died on the spot. It was learnt that Akokia was ill and had gone to buy drugs from a chemist on the street.

He was returning home when a bullet hit him in the chest. A community leader, Mr. Omolaja Johnson, said the drug dealer had been unleashing terrors on the community since 2016 when he was sent out of the community.

He said the mastermind had used some policemen to harass residents, adding that a petition was sent to the Zone 2 Police Command, Onikan, against the policemen and the hoodlums.

The spokesperson for the police in Lagos, SP Chike Oti, said the command had launched a manhunt for the hoodlums. He said, "There were four individuals who were known for negatively influencing children and youths in that community.

"They had issues with the community and they were chased away. They regrouped and unleashed mayhem on the community, years after they were sent out. They killed a university worker and a student."

Missing UNIOSUN Student Reappears: "I Went Hustling After Losing My School Fees To MMM"

A final year student of Accounting at the Osun State University, Yemi Olaniyan, whose family said disappeared from the Ojodu Police Station in Lagos State, has come out of hiding.

The student was presented to journalists by the Commissioner of Police in Osun State, Mr. Fimihan Adeoye, at the police headquarters in Osogbo on Wednesday.

Olaniyan resurfaced two weeks after he was declared missing by his family.

He claimed to have left Osogbo for Lagos on February 28, ostensibly to submit an application for Industrial Training with the Institute of Chartered Accountants of Nigeria in Yaba, Lagos.

Olaniyan said informed a female acquaintance simply called Oyin that he would spend the night at Ojodu Police Station in Lagos later that day, but he confessed to have later changed his mind, claiming he spent the night at a shopping complex, from where he left for Ilorin the following morning.

He stated that he started doing email job in Ilorin, the Kwara State capital to raise his school fees which he said he lost to the MMM Ponzi scheme.

Olaniyan said, "I went to Lagos and it was getting late. I could not return to Osogbo that day. I decided to go to Ojodu Police Station to pass the night.

"One of my friends, a lady called me and I told her that since I could not make it back to Osogbo that day, I decided to pass the night at Ojodu Police Station.

"After speaking to her, I changed my mind. I just looked for a space at a shopping complex and I passed the night there.

"First thing the following morning, I got a free ride going to Ilorin. When I got to Ilorin, I started doing menial job to raise money.

"I had to work to raise money because I have spent my school fees. I used my school fees for MMM and I lost the money.

"I didn't deliberately mislead the public. My friend that released the information online later called and said I should return home.

"She said SSS people were on her trail. She said she would commit suicide if I didn't return. Because of that threat, I left Ilorin and went to one of our neighbours, who is a retired officer of SSS.

"The man, after listening to my story, led me to the SSS office. I am indeed very sorry for whatever embarrassment that misinformation might have caused the Police."

According to The Punch, the CP said the boy turned himself in to the Department of State Services and the operatives of the DSS brought him to the Police.

Adeoye stated that the information that Olaniyan spent the night at the Police station and that his whereabouts became unknown because the Police had harmed him was incorrect.

The CP said, "Findings showed that the boy paid fees last when he was in 200 level and he is now in 400 level.

"The information in the public was tilting towards Police harming the boy when he never slept at the station."

It will be recalled that the Vice Chancellor of the Osun State University, Prof. Labode Popoola, had in 2016, disclosed that students of the university owed the school over N1bn.

He said most of them invested in MMM and lost their fees to the Ponzi scheme.

What Do We Do With Senator Shehu Sani’s Revelation?

Senator Shehu Sani's exposé of the jumbo remunerations Nigerian senators award themselves is supposed to be a big thing but, honestly, it is nothing new. We have been through this before. In 2009, the defunct NEXT newspaper reported that lawmakers were not only being overpaid, they were also — and to use the mildest of language — thieves as well. 

In the same year, Prof. Olusola Adeyeye (now a Senator but then a House of Representatives' member) also gave a ground-shattering interview where he revealed that not only were lawmakers given an official licence to rob, they had virtually institutionalised means by which the money they parcelled out to themselves would evade accountability. 

Lawmakers' mindless thieving from the public is, in short, legally sanctioned and constitutionally protected.

Two years later, the current Emir of Kano, Muhammadu Sanusi II, who was the then Governor of the Central Bank of Nigeria, raked muck about lawmakers' emoluments when he stated that 25 per cent of the overhead in the Nigerian budget was expended on the National Assembly alone. The issue was very controversial then; it generated fierce reactions from Nigerians across different party affiliations. 

The lawmakers threw a fit and asked Sanusi to appear before their Committee on Appropriation and Finance, to take back his claim and apologise to Nigerians for painting the lawmakers in their true colours. Sanusi remained adamant and continued to back his claims with more facts until they let him be. Aside from all those episodes, the lawmakers have also been taken up on their furniture allowance, wardrobe allowance, expensive car purchases, and all the inordinate amounts of money they rake into their bottomless pockets.

In summary, Nigerians are already fully aware that lawmakers earn humongous pay. The lawmakers, ashamed of the sizes of their package, will change the subject if you ask them what they earn. Sani disclosed that the members of the upper chamber of the National Assembly each get a running cost of N13.1m, in addition to a consolidated salary of N750,000 per month, and are also offered another N200m per annum to execute constituency projects. 

Senate spokesperson, Senator Aliyu Sabi Abdullah, confirmed what Sani said and then added that the news was not "new." Abdullahi accepted their faults, but he did not commit to reforms. Merely mouthing all the right things suggests that the Senate thinks Sani is just stirring the pot for his benefit and that any reaction that accompanies his revelation is just another storm in the Nigerian glass cup. The cup is unlikely to break, but the breaking of the storm within the cup makes for a good distraction while it lasts.

The issue might not be novel, but that should not mean it should be allowed to recur in the same unevolved manner perpetually. Between the legislature, the executive, and the Revenue Mobilisation, Allocation and Fiscal Commission, reforms are quite possible if only they would take the initiative. Instead, each side points to the other and asks them to go first. In the end, almost nobody moves except for those who want to use the controversy for public posturing and to demonstrate their hypocrisy. 

At some point, something has to give. Nigeria is haemorrhaging, and the poorer people should not be the only one making sacrifices; our leaders have to make as many sacrifices as possible too. Challenging themselves to reduce their emoluments should not be mere showboating but creating fiscal responsibility and the institution of accountability in our social and political life. In another one year or so, many candidates who are currently governors in their home states will be angling to make it to the National Assembly, and particularly to the upper chambers where the pay is higher. (The Governor of Imo State, Rochas Okorocha, has already accorded himself that fantasy long before he leaves office next year). They will carry over the undemocratic habits they have turned into a culture in their home states to Abuja thus maintaining the cycle of corruption, incompetence, and irresponsibility. If we do not institute better democratic practices, we will circle this mountain forever.

Although Abdullahi claimed that it was becoming harder to steal constituency project allowance these days since there are NGOs and civil society groups that track every allocation to ensure they are being used appropriately, the fact remains that the legislature is found wanting in its duty of instituting better democratic practices for itself and other Nigerians. They are reluctant to challenge Nigeria on our culture of accountability because doing so means they will have to come to terms with their own private habits. They will have to confront the questions that have been put to them gazillion times: Does Nigeria need lawmakers that supposedly work full time? Can we afford a bicameral legislature? In 2012, Senegal voted to do away with their Senate so they could save up to $15m in government spending. 

Until Nigerian leaders get to the stage where they would rather do a lot of good for the people than pay supposed servant leaders whose appetites remain insatiable, these topics will be coming and going every season like an abiku. The blurring of ideological lines between political parties in Nigeria makes it harder to deal with issues from the standpoint of what is ideal. Once upon a time, a party called Action Congress of Nigeria made us believe that they were the "progressives." Today, they and their non-progressive counterparts are ruled by a singular ideology: Money.

Senator Sani said he chose to speak up because his conscience was pricked. What suddenly activated his conscience after he has been paid the sum for almost three years? The same Sani who bragged that he gave bigger alms to the poor during 2015 Ramadan than his opponents did? Sani boasted that some gave out rams and goats, but he went further to distribute camels. A man who is allocated N200m as the allowance for constituency projects and turns around to give out camels to the impoverished folks in his district is hardly a Robin Hood. He is still a privileged landowner who is merely buying fealty through the paths of his people's greedy and hungry throats. Nevertheless, I agree with those who have said that Sani should be supported for daring to speak out and at such a crucial time too. Yet, it is hard to shake off cynicism about Sani and his intentions.

Where was his voice in November when Senator Adeyeye was shouted down in their so-called hallowed chambers for his recommendation that lawmakers and other politicians should slash their allowances in the face of the reality of dwindling national revenues? If Sani and the "common-sense Senator," Ben Murray-Bruce, had stood up with Adeyeye and the three had challenged their colleagues, maybe, it would have encouraged one more person to stand up, and another, and then another. Murray-Bruce is another critic whose status as an internal rebel in the Senate is not easily classifiable. In 2015, when the issue of wardrobe allowance arose, and he was shamed for not bringing the change he promised to the National Assembly, he jumped on another issue in Osun State to deflect from his own contradictions. He promised to donate his share of wardrobe allowance to Osun State workers who were going through hard times because their salaries had not been paid. After that peacocky show, has he been rejecting other payments? In 2016, there was an outrage over the lawmakers buying Toyota Land Cruiser as official cars and at grossly inflated prices, where was he?

The mass outrage that accompanied the Sanusi debacle should have been the decisive factor in this issue, but once it began to peter out and the focus on the lawmakers slackened, they relaxed their reforms. By a few days' time, if this current episode blows away and Nigerians move on to other things they consider more pressing, the lawmakers would have scored another victory at the collective expense.

Nigeria’s Debt Rises By N9.61tn Under President Buhari

Under President Muhammadu Buhari, Nigeria has grown its debt portfolio by N9.61tn, statistics available from the Debt Management Office have shown.

According to the DMO, Nigeria's debt stood at N21.73tn as of December 31, 2017, while the figure as of June 30, 2015 was N12.12tn.

This means that within a period of 30 months under Buhari – July 2015 to December 2017 – the country's debt rose by N9.61tn, or 79.25 per cent.

In a statement made available to The Punch in Abuja on Wednesday, the DMO said the composition of the debt stock as of the end of 2017 showed that external debt was 26.64 per cent of the portfolio, up from 20.04 per cent in 2016; while the domestic debt was 73.36 per cent, down from 79.96 per cent in 2016.

Further analysis showed that the domestic debt for the Federal Government was N12.59tn, while the domestic debt of the states and the Federal Capital Territory was N3.35tn.

The external debt of the Federal Government, states and the FCT was N5.79tn. This puts the total public debt as of December 31, 2017 at N21.73tn.

According to the DMO, the restructuring of the country's debt mix has led to an increase in foreign debt in order to minimise the high interest rates of local debts.

The DMO said, "The key benefits of the restructuring of the portfolio are the reduction of the government's debt service costs, lowering of interest rates in the domestic market and improved availability of credit facilities to the private sector.

"We repaid N198bn Nigerian Treasury Bills in December 2017 with the proceeds of Eurobond issuances and we have continued further implementation of the strategy in 2018, with the issuance of the $2.5bn Eurobonds in February 2018, the proceeds of which is being used to repay maturing domestic debt, starting with N130bn NTBs repaid on March 1, 2018."

According to the DMO, the borrowings are for financing capital expenditure and stimulating the economy.

The funds injected through the borrowings strongly supported the implementation of the Federal Government's budget, which helped the country to exit recession in 2017, the agency stated.

It added that the total public debt as of December 31, 2017 represented 18.2 per cent of the country's Gross Domestic Product for the year.

This shows that Nigeria's debt continues to be sustainable and is well within the threshold of 56 per cent for countries in her peer group, the DMO said.

Speaking at a press conference to explain the debt status, the Director-General, DMO, Patience Oniha, said the debt grew because the nation went into recession and the government could not abandon the economy but had to spend.

She added that the current government had been spending more on infrastructure than other administrations in the past, adding that any foreign borrowing had to be tied to a project.

Oniha explained that it was necessary for the government to borrow to rebalance its portfolio such that domestic debts that had higher interest rates needed to be reduced with foreign debts at lower interest rates.

She said, "Through the issuance of particularly the FGN Bonds, we were able to transform the domestic debt market. If you look at 15 years ago, who will be talking about FGN Bonds yields? Using government securities to borrow, we have actually transformed the Nigerian market to the extent that there is now a dedicated institution known as the Financial Markets Dealers Quotation.

"We have had the positive sides. What the government is suffering is debt servicing. And that is why we are running a new strategy now. So, what we are saying is, if you look at December 2017, we have improved in terms of the mix of the portfolio.

"As you know, we also issued $2.5bn in February this year to refinance some of the domestic debts. So, give or take, we are at about 30:70 per cent foreign to domestic debt ratio.

"The actual debt service for the year is N1.67tn. Again, there are two issues you should look at there. The external component is only nine per cent, while domestic is 91 per cent. The domestic has grown and the rate has been high."

Oniha added, "As a government, we have targets. The target is that domestic to foreign should be 60:40 per cent. Are we there yet? No; we are still at 73:27 per cent. We are not there even with the external borrowing we have done.

"The reason for the 60:40 per cent is that you don't want to put all your eggs in one basket. You don't want to be dependent on one source for your funding. It is good to have a mix.

"For the domestic component, we said 75 per cent should be long-term, while 25 per cent should be short-term. We defined long-term in terms of FGN Bonds, and short-term in terms of Treasury Bills. Last year, we started by redeeming N198bn of Treasury Bills, but we are still not there yet."

The DMO boss added that the country's debt to Gross Domestic Product ratio remained low at less than 19 per cent, but admitted that the debt service to revenue ratio had not been good enough.

She attributed this to the fall in revenue, adding that the Federal Government's revenue dipped by about 50 per cent.

According to her, the government is addressing the situation by tackling the issues that resulted in low revenue collection by the Nigeria Customs Service.

She added that the problem of tax evasion was being addressed by the Voluntary Assets and Income Declaration Scheme initiated by the Federal Government.

Oniha said through the programme of diversification, the government was also addressing the problem of low revenue generation as a diversified economy would ensure that the country had several sources of income other than oil.

Responding to a question on the possibility of increased interest rate on commercial foreign loans, the DMO boss stated that though Nigeria's rates were expected to improve with positive developments in the economy, a fundamental assumption was that advanced nations had better interest rates.

I Will Take Any Risk To Leave Nigeria – Stowaway

The hope of nine Nigerian youths and a national of Niger Republic for greener pastures in Europe through vessels was dashed after they were arrested by the Nigeria Immigration Service.

The suspects were said to have been assisted into the vessels by some fishermen who paddled them on local boats before getting them aboard the ships.

The Comptroller, Nigeria Immigration Service, Lagos Seaports and Marine Command, Modupe Anyalechi, said five of the suspects were discovered on Sunday inside the rudder truck of MV MSC PAOLA by some immigration officers who rummaged the vessel at fairway buoy, around six nautical miles to finger jetty, Apapa Port.

The other five, according to her, were caught on Monday on board of MV MAERSK CHANNIA by some naval officers, who handed them over to the NIS.

She said the suspects were, however, unaware that most of the vessels only plied waterways of West African countries and the Gulf of Guinea.

"Our efforts have made it almost impossible for stowaways to access vessels from the quayside; hence, they now resort to using canoes with the assistance of fishermen, to get into vessels through the propellers when the vessels are gradually sailing to the high sea along the channel. This was confirmed in the confession of the stowaways.

"Their reason for this act, as they claimed, was in search of greener pastures in Europe and the western world. Unknown to them, however, is the fact that some of these vessels are Coastal, whose activities are limited to West Africa and the Gulf of Guinea," she said.

Anyalechi identified the suspects as Orire Popoola, Kelvin Wessey, Erukudami Moses, Odiyeye Abiye, Agba Victor, Odogwu Michael, Kelly Onikan, Pope Ekele, Asumah Ukpere and Wessem Nasuru.

The Punch reports that 28-year-old Popoola said all the stowaways got on the vessels on their own, adding that they only met after they were arrested.

The Ondo State indigene said they all thought the vessels were Europe-bound.

He said he was ready to take any risk to leave the country.

"I will take any risk to find my way out of Nigeria. I have no job. I believe that if I can follow a ship to Europe, I can be anything I want to be. I thought the ship was going to Holland or any other part of Europe," he added.

Wessey, 24, who claimed to be a Lagos State indigene, said he wanted to leave the country to play for a football club in Europe.

He said, "I have been suffering for many years to be somebody in life, but no way. I am a footballer; but I don't have any connection. I want to play for big clubs in Europe. I felt if taking this risk would make me achieve my dream, then so be it. I know I could have died while doing this. I did it on purpose.

"I lost my mother in October 2017. I have no relative or helper. I would rather take the risk of going abroad through this means than rob or steal."

An artiste, Odogun, said he had been performing at different shows without making headway in life, adding that he thought the risk would change his life for the better.

"I do not hate my country and I am not trying to run away. I just needed a place where I can find help. My mother died last two months and my father is crippled. I am the first child of my father and my only brother is in the village," he added.

Ukpere, 24, said he had been frustrated by joblessness, adding that his attempts at joining the NIS were futile due to lack of funds.

He said, "The life I am living in Nigeria is meaningless. I have looked for jobs in many companies in Lagos without getting any. When I got the recruitment form to join Immigration, I could not process it because I didn't have money and my parents are dead. I know that if I go abroad, I will find a better life for myself than the one I am living here."

Anyalechi advised youths to stay in the country, saying there were many opportunities they could explore to become responsible members of society.

Plot To Override Buhari’s Veto On Election Sequence Thickens

The Senate may have concluded arrangements to upturn the rejection of the amendment to the Electoral Act by President Muhammadu Buhari.

The Presidential letter sparked anxiety at the two chambers of the National Assembly leading to a series of clandestine meetings by the pro- and anti-Electoral Act amendment lawmakers.

A source privy to the meeting told The Nation that "pro-Buhari governors, senators, House of Reps members and ministers" attended one of the meetings "to formulate measures to frustrate the plan to override the assent of the president on the Bill."

In the same vain, lawmakers determined to override the president on the Bill were also shopping for members to make up the 74 needed by the Senate to override the president.

"Some friendly governors," sympathetic to the National Assembly on the reordering of election sequence in the country, were said to have continued to hold meetings with interested lawmakers.

It was learnt that "if the leadership of the National Assembly is convinced of the required number," the lawmakers might over ride the president next week.

The Senate leadership is said to be of "high hope" that the required number of senators who would back the move to over ride the president would be met.

The source also said that "serious flaws have been identified in the constitutional provisions relied upon by the president to withhold assent to the Bill."

Court Orders National Assembly To Stop Further Actions On Election Re-Ordering Bill

The Federal High Court in Abuja on Wednesday ordered the National Assembly to stop taking any further actions on the Electoral Act (Amendment) Bill 2018, which seeks to provide the order in which the Independent National Electoral Commission must conduct the 2019 general elections.

The restraining order issued by Justice Ahmed Mohammed is to last till March 17, which is the next hearing date.

Delivering ruling on an oral application by Chief Wole Olanipekun (SAN), lawyer to the plaintiff, Accord Party, Justice Mohammed held that the restraining order was made to preserve the substance of the main suit.

President Muhammadu Buhari had, on Tuesday, informed the National Assembly that he had withheld his assent to the bill which was earlier passed by both chambers of the National Assembly.

The Punch reports that there have been threats by some legislators that the National Assembly would evoke its powers under Section 58 (5) of the Constitution to override the President ' s withholding of assent by two- thirds majority votes of both chambers.

The oral application by Olanipekun for a "preservative order" was opposed by the counsel representing the National Assembly, Chinelo Ogbozor, during Wednesday's proceedings.

The Attorney-General of the Federation, the second defendant to the suit, was not represented by a counsel.

But INEC, the third respondent, was represented by its lawyer, Mr. Taminu Inuwa, who said he had no objection to the application.

Ruling, the judge held that the National Assembly was not likely to suffer any prejudice if it was restrained from going ahead with the amendment processes before the next hearing date.

He added that on the other hand, if no restraining order was issued and the National Assembly went ahead to exercise its powers under Section 58 (5) of the Constitution by overriding the President's withholding of assent, the essence of the whole suit would have been defeated.

The judge therefore ordered all parties to maintain the "status quo".

He fixed Tuesday for the hearing of the motion for the interlocutory injunction, the same order which was granted during the Wednesday's proceedings but would likely last till the final determination of the suit if the application succeeds.

The Accord Party is, by its suit, challenging the constitutionality of the ongoing amendment of the Electoral Act.

We'll Resist Any Senate Attempt To Veto Buhari - Ali Ndume

Senator Ali Ndume representing Borno South District, has said any move by the National Assembly to override President Muhammadu Buhari's veto of National Assembly's amendments to the Electoral Act would be resisted by him and his All Progressive Congress (APC) colleagues in the upper chamber.

According to SR, Senator Ndume said: "If they make any move to override the president, we will block them. We are over 43 and more persons have indicated interest today. We are calling on our colleagues not to push the issue further because it is not in public interest.

"If the elections are conducted twice, the security implications would be less than when it is spread to three weeks as proposed by the bill."

He added that the re-ordering of timetable for 2019 election which led to the veto of the amendment is against the interest of the masses, hence the President's refusal to assent it.

Similarly, Senator Abdullahi Adamu, in an interview with Daily Trust also said he will fight the battle against the amendment.

"I don't want to ruin this thing on the pages of newspaper. I cross bridges when I reach them. Those who are doing all these, they know that's not the last on the amendment.

"They haven't seen the last yet. Just tell them that the last has not been heard on that amendment. By the grace of God, I have made a vow; I will not betray my party," he said.

Tension In Abuja As Police & Soldiers Clash With Road Safety Officers

A major fracas has broken out amongst some operatives of Nigerian security agencies in Abuja.

It was learnt that the violence broke out after soldiers and policemen attached to The Abuja Environmental Protection Board (AEPB) tried to serve the Road Safety office in Wuze Zone 7 a violation notice.

The policemen and soldiers with the AEBP officials allegedly assaulted a female Road Safety officer in the process and confrontation ensued.

According to PT, the AEPB task force members denied assaulting the Road Safety personnel, saying they were resisted from serving the Road Safety the notice they brought.

During the fight, a soldier was reportedly wounded and a civilian staff of the AEPB was "taken hostage" by the Road Safety marshals.

In turn, soldiers and policemen who were part of the AEPB team seized a Road Safety officer.

There is currently a stalemate over the release of the "hostages", as neither party was willing to free the persons in their respective custodies first.

The Road Safety demanded that its personnel must be released first while the policemen and soldiers stood their grounds that Road Safety should first release the seized civilian AEPB staff, whom they escorted to serve the notice.

There is currently serious traffic build up around the area.

Notorious Badoo Cult Members Arrested In Lagos (Photos)

Some suspected Badoo cultists who have been terrorizing residents of a Lagos community have been arrested. They were nabbed at Magbon Alade, Ibeju-Lekki area of the state.

The suspected cultists were handcuffed and bundled into a car before they were handed over to the Nigerian Police, Akodo Division on Tuesday afternoon by neighborhood security.




Various items were said to have been recovered from the suspects.
