New Channel 5 documentary, World's Heaviest Child: Extraordinary People, is taking a closer look at his life.

After years of over-feeding him, parents Ade and Rokayah Soemantri were eventually convinced that their young son had to have drastic surgery or he'd die.

 Travelling to the Omni hospital in Jakarta, Arya was the youngest person to ever undergo a five-hour gastric sleeve operation.

Daily Mirror reports in a trailer for the show, it's revealed that Arya weighs the same as six boys his age.

As he sits by the side of a pool eating an ice cream, his mother tells the cameras: "Arya is very famous, so I feel very happy."

 His father adds: "We came from a village, and then we were considered celebrities in the media and on TV," as clips of him appearing on various TV shows are shown.

So far, a team of medical experts have failed to find a reason for his weight gain.

A doctor says: "If this situation is not controlled it could be fatal and he'll die.

36 killed after ‘man’ storms casino,starts a fire before burning himself to death | Mr Olumide's Blog

 At least 36 people have been killed after a "white gunman speaking English" stormed a Manila casino in the Philippines and set fire to gambling tables before burning himself to death.

Most of the victims are thought to have suffocated on smoke from the fires as desperate guests and gamblers clambered over each other to get to the exits in a rush to save their lives.
According to Daily Sun,  the man, who is thought to be a white "English speaker", raced into the Resorts World Manila complex shortly after midnight and fired an assault rifle at betting machines and TV screens.

As terrified guests began screaming and running for their lives, the gunman pulled out a can of gasoline, poured it over gaming tables and set it ablaze.

He then stuffed his rucksack with 311m Philippine pesos (£1.7m) of casino chips before fleeing in the mayhem.

 Police revealed he was later found in one of the hotel rooms dead, having set himself on fire.

The hotel claims he also shot himself.

National police chief Ronald dela Rosa said:

 "He burned himself inside the hotel room 510.
"He lay down on the bed, covered himself in a thick blanket and apparently doused himself in gasoline."

The casino chips were in a bag in the toilet.

The Bauchi State Police Command has arrested four members of a syndicate behind series of extrajudicial killings of suspected kidnappers and cattle rustlers in the state.

Briefing newsmen at the Headquarters on Wednesday, the Commissioner of Police, Garba Baba Umar said

"It would be recalled that during my last stakeholders meeting with various Myetti Allah groups in the state, I enjoined them to disclose the identities of the groups allegedly behind series of extra judicial killings of suspected kidnappers and cattle rustlers in the state and they vehemently denied knowledge of such syndicates."
"The groups usually take the law into their hands, go to villages in their hundreds and abduct their victims to unknown destination and kill them extra judiciously on mere allegations. When the situation continued unabated, the command set up a special team with the sole mandate to unravel the syndicate behind these dastardly acts with a view to bringing them to justice."
"However, on 26/5/2017 at about 0600hrs, following painstaking surveillance operations, the command Anti Kidnapping Unit smashed a syndicate either known as BABELI and GAMA KAI and arrested the following suspects at Runde Mountain Bauchi namely:

 Adamu Abubakar, male, aged 52yrs (Gang leader)
Muhammad Lawan, male, aged 52yrs
Ahmadu Gambo, male, aged 38yrs and
Mohammed Tukur, male, aged 50yrs, all of Galambi Ward of Bauchi State.
Two fabricated guns were recovered from the suspects.
Meanwhile, one Musa Umaru, male, aged 38yrs of Barnawa village Bauchi whom they abducted with the intent to kill extra-judiciously was also rescued. Preliminary investigation revealed that the same gang abducted and killed one Tambaya Jauro,and one Ahmadu Musa at Miya District of Ganjuwa LGA of Bauchi State on May 11, 2017.

16 year old girl steals knife from Walmart, stabs her Uber driver to death (Photos) | Mr Olumide's Blog

A 16-year-old girl stole a knife and a machete from a Walmart then stabbed her Uber to death, police said.

The horrific attack carried out by Eliza Wasni was completely unprovoked, prosecutors in Chicago said.The victim Grant Nelson, 34, managed to pull over and flee his Uber car for help.

"The victim runs to the lobby door and is heard banging and screaming, 'Help me, help me, I'm going to die,'" said Assistant State's Attorney Michelle Cunningham.

He was bleeding profusely from several wounds, and was able to tell the officers what had happened. He died at a nearby hospital a few hours later.

Using the description given by Nelson, police found her nearby crouching behind an air conditioner a machete in one hand and a knife in the other.

Police warned her that she would be shot with a Taser if she did not drop the weapons, and when she did not comply an officer used the non-lethal weapon.

Wasni dropped the knives and was taken into custody. Police said she did not make a statement.

Drama as court discharges Lagos textile dealer who attempted suicide | Mr Olumide's Blog

There was a mild drama at an Ebute-Meta Magistrate's Court on Thursday after a 58-year-old textile dealer, Mrs. Taiwo Momoh, was discharged for offences bordering on attempted suicide.

, Momoh stepped out of the dock, knelt down and started giving praises to God.

Immediately she got out of the court, she covered her face with two sets of clothes and hastened towards the back gate of the court.

After flinging the gates open, a resident asked if she was in purdah, which she denied and ran off with her face still covered.

One of her counsel said she wanted to avoid the harassment of journalists and people in the community.

PUNCH Metro had reported that Momoh had accumulated debts of over N18m after a bureau de change operator allegedly fled with money belonging to her Swiss creditor.

Her shop was also reportedly burgled around the time, which led to frustration and depression.

She claimed that efforts to see her pastor at the Redeemed Christian Church of God over her challenges did not yield fruit.

Momoh said she left her house late March and headed for the lagoon, adding that she had removed her shoes and was about to take a dive into the water when she was rescued and handed over to operatives of the Rapid Response Squad.

The police subsequently transferred the matter to the State Criminal Investigation and Intelligence Department, Yaba, where she was detained for three days.

The case was later charged to court.

After the first arraignment, Momoh cried out for help, saying she could not explain why she attempted suicide.

BAUCHI TEENAGERS ABDUCT AND RAPE SCHOOLGIRL | Mr Olumide's Blog

The police in Bauchi State have arrested two teenagers, Mahmud Abdullahi and Abdullahi Mohammed, for allegedly abducting and raping a schoolgirl in the Nasarawa Ward of the state.

Our correspondent learnt that Abdullahi, 18, and Mohammed, 19, were arrested on Friday, May 26 at about 8am following an intelligence report.

A tricycle which was allegedly used to convey the victim to a bush where she was raped was also recovered from the suspects.

The state Commissioner of Police, Garba Umar, said the suspects would be charged to court at the end of investigations.

He said, "The suspects had kidnapped a 16-year-old girl of Nasarawa Ward, who was on her way to school. They took her to their hideout behind a mountain at GRA Bauchi and had sexual intercourse with her. Meanwhile, the victim was rescued and taken to a teaching hospital for medical examination and treatment.

"The police team recovered one tricycle, with registration number, DAS 440, which was used in perpetrating the crime. The suspects would be charged to court after diligent investigation.

I want to assure everyone of adequate protection of lives and properties."

ONE MONTH AFTER SENATE CONFIRMATION, NEW MINISTERS YET TO ASSUME OFFICE | Mr Olumide's Blog

About one month after the Senate confirmed two new ministers, Stephen Ocheni (Kogi) and Suleiman Hassan (Gombe), the acting President, Yemi Osinbajo, has yet to inaugurate them.

The new ministers, whose names were forwarded to the Senate by President Muhammadu Buhari, were confirmed on May 3.

Four days after their confirmation, Buhari travelled to the United Kingdom for medical treatment.

He, however, wrote to the National Assembly based on Section 145 (1) of the nation's constitution, intimating the federal lawmakers that Osinbajo would be in charge while he was away.

So far, the acting President has not inaugurated the new ministers despite the fact that, at least, four meetings of the Federal Executive Council had been held after their confirmation.

No official reason had so far been given for the non inauguration of the new ministers.

The slots of Kogi and Gombe states in the federal cabinet had been vacant following the death of the Minister of State for Labour, Mr. James Ocholi (SAN), in an accident on March 6, 2016; and the appointment of a former Minister of the Environment, Amina Mohammed, as the Deputy Secretary-General of the United Nations.

The nation's constitution recommends that all states of the federation must be represented in the cabinet.

There is the belief that the inauguration of the two new ministers may lead to a minor cabinet reshuffle that would see some of the ministers swapping positions.

It was not clear as of the time of filing this report if Osinbajo would wait for Buhari to return from his medical vacation and inaugurate the ministers himself.

When contacted on Thursday, the Senior Special Assistant to the acting President on Media and Publicity, Mr. Laolu Akande,  simply said there was 'nothing further to say' on the matter.

MY ABDUCTORS ALMOST SLAUGHTERED ME- KIDNAPPED REPS MEMBER | Mr Olumide's Blog

A member of the House of Representatives, Mr. Garba Umar-Durbunde, who was kidnapped by gunmen on Tuesday, has shared his "harrowing experience" with The PUNCH.

Umar-Durbunde, who represents Sumaila/Takai Federal Constituency of Kano State,  was freed by the kidnappers on Wednesday night after paying a sizeable ransom.

The incident took place in Jere, along the Abuja-Kaduna Road, as the lawmaker was driving to Kano from Abuja.

Speaking exclusively with The PUNCH on Thursday, Umar-Durbunde said his abductors were 14 in number and that they were all "well armed with deadly weapons."

He disclosed that they threatened to slaughter him if he would not produce a reasonable amount of money.

Describing the encounter as "terrible," the All Progressives Congress member narrated further, "I spent over 21 hours with them and they released me about 7.30pm.

"They kidnapped me and I travelled with them for over four hours into the bush from point to point.

"I met 14 of them; they were armed to the teeth. They all carried guns, daggers and knives; it was terrible.

"At a point, they threatened that they would slaughter me. Those people are fearless, ruthless; they can kill anybody."

Although, he admitted that ransom was paid, Umar-Durbunde declined to give the figure.

However, unconfirmed sources said N10m was raised to secure the lawmaker's freedom. The kidnappers reportedly demanded N60m initially.

According to Umar-Durbunde, the moment the kidnappers pulled him out of his vehicle, they saw his red cap and concluded that he was a political associate of a former governor of Kano State,   Rabiu Kwankwaso.

"They said I was a Kwankwaso ally," he added.

He said though he was unharmed, he had to undergo immediate medical check-up after he was released because of the psychological trauma he faced in the hands of the kidnappers.

"My brother, I thank God that I am now stable.

"But, I must tell you that yesterday (Wednesday), I couldn't sleep.

"The experience was terrible and nobody should pray for it," he stated.

"I am directed to inform this court that legal advice has been issued on the matter," she said.

The magistrate, Tajudeen Elias, after skimming through the advice in the case file, said the charges had been dismissed.

"By the DPP's advice, the defendant is hereby discharged and acquitted," he said.

An Asaba high court on Thursday ordered the remand of one Dennis Chukwuendum Igunuya, an alleged drug baron in prison custody for failing to appear in court after information was duly served on him.

He was invited along with six others to appear in court to stand trial for the offence of conspiracy to commit murder, attempted murder, illegal possession of firearms, arson and malicious damage.

The accused person who was brought to court after being arrested by police at the Abbi divisional police station consequent upon a bench warrant for his arrest by the court, made an oral application for bail through his Counsel J.J. Anigabor on the grounds of ill health, that the family of the accused has been taking him from one trado-medical home to another for solution to an unknown mysterious sickness.

NAIJ.com gathered that the defense counsel also told the court that the accused was never served information, adding that his client was a responsible Nigerian citizen and when granted bail will be available for trial.

Prosecuting lawyer, a principal state counsel from the ministry of justice, while opposing the bail application, told the court that there was proof of service in the records of the court that the accused person and six others were duly served.

He further informed the court that from the conduct of the accused person whom, according to the prosecuting counsel, was violent and resisted being arrested by the police.

He said the accused person who engaged the police in a fight during his arrest, when granted bail will not be available for trial.

In her ruling, the trial judge agreed with the oral submission of the prosecuting counsel by refusing the bail application and ordered that the accused be remanded at the Ogwashi-Uku prisons.

The court also issued an arrest warrant on the second accused person, one Dennis Ebeigide Okwedei, said to be a staff of Fasapillars Limited, a sub-contractor to Seplat Petroleum Development Company for failing to appear in court after being served with the charge sheet consequent upon an application by prosecuting counsel from the department of public prosecutions.

The administrative bail earlier granted to the eleven accused persons, Dennis Chukwuedum Igunuya a.k.a. Ogbonku, Dennis Ebeigide Okwedei, Numga Anim, Christian Obanumuen, Sunday Anim, Sylverster Okolocha, Nje Ifeanyichukwu, Ogochukwu Omenogho, Nwanbuwe Kelvin and Ikhuoma Emeke by the police had earlier been revoked by the same court on the 3rd day of May, 2017. The case was further adjoined to 26th day of June, 2017 for plea.

EX INFORMATION COMMISSIONER KINAPPED AT FUNERAL CEREMONY, SEE PIX | Mr Olumide's Blog

The former commissioner for Information in Cross River state, Mr Patrick Ugbe, has been reportedly kidnapped.

Mr Ugbe, who is now the managing director of Hit FM in Calabar, the capital of the state, was reportedly taken away by masked gunmen, who attacked him at a burial event.

Sources confirmed that Ugbe was kidnapped at the burial of the mother-in-law to his wife's younger brother at Ikot Ansa Calabar Municipality.

The kidnappers allegedly stormed the burial ceremony and whisked him away

NAIJ.com learnt that the kidnappers, five of them, struck in the middle of the event heavily armed.

They then inquired to know who owns a car parked outside or they would kill everyone.

Immediately Ugbe identified himself as the owner of the car, he was allegedly forced into it and whisked away.

The police was yet to react at the time of this report. It was not also clear if the kidnappers had contacted family members of the victim.

HOW BUHARI’S MINISTERS STOPPED OSINBAJO FROM SIGNING BUDGET | Mr Olumide's Blog

A presidency official has revealed why acting president, Yemi Osinbajo, cancelled a meeting for the signing of the 2017 budget scheduled for Thursday, June 1.

NAIJ.com earlier reported that Osinbajo, had invited Senate president, Bukola Saraki and speaker of the House of Representatives, Yakubu Dogara, to the Aso Rock for the signing of the 2017 budget.

The meeting between Osinbajo and the leadership of the National Assembly was scheduled to take place on Thursday, June 1, by 9am according to The Cable. But later on Wednesday evening, May 31, the leadership of the national assembly was informed that the exercise would no longer go on as planned.

An official in the presidency, detailing why the meeting for the signing of the 2017 budget did not take place, said some of the ministers were clamouring for some changes in the budget, Vanguard reports. According to the official, the final figures approved by the National Assembly were much lower than what the president submitted.

The official said there was extensive consultations between the presidency and ministers, on one hand and National Assembly members on the other over the budget. Speaking on the issue, Ita Enang, senior special assistant to the president on Senate matters said that no date has been set for the signing of the 2017 budget.

Authorities of the Nigerian Army and the Nigeria Police Force in Akwa Ibom State are at loggerheads over who should prosecute an Army Sergeant  who early last month allegedly shot a judicial staff in Uyo . Godwin Udoaka, a driver with Akwa Ibom State Judiciary was allegedly shot by Sergeant Usman Tella, over a minor disagreement bordering on right of way.

Tella, a soldier with 2 Brigade (6 Division) Nigerian Army, Ibagwa, Akwa Ibom State, is an escort personnel attached to WIZCHINO Engineering Limited, a Chinese firm constructing the Etinan-Onna road. A few days after the incident, the state Chairman of JUSUN,  Mr Mbebe Albert, had insisted that his union must follow due process in ensuring that the culprit was prosecuted.

His statement was corroborated by the state acting Chief Judge, Justice Godwin Abraham, who directed that the matter be charged to court. But an authoritative source from the police Investigation Department, Ikot-Akpan Abia, revealed that the directive by the acting Chief Judge of the state, for the prosecution, the army personnel may not be possible after all.

According to a top police source in the office of the SCID, the army had refused to release its personnel for investigation and possible prosecution.

VIOLENCE ERUPTS IN GOVERNOR OKOROCHA’S HOMETOWN, ONE DEAD, SCORES WOUNDED, 19 ARRESTED | Mr Olumide's Blog

One person was confirmed dead, houses burnt and no fewer than 19 persons arrested, as violence erupted at the Imo State Governor's country home, Ogboko. Commuters were stranded as traffic was held up for hours at the Ogboko axis of the busy Orlu-Mgbe-Urualla-Osina Road that leads to Anambra State.

Confirming the incident in a telephone conversation with Vanguard yesterday, the state's Commissioner of Police, Mr. Chris Ezike, said: "One person died and three houses, including the community's town hall, were burnt. It must be said that only the roof of the town hall was affected by the fire. We have arrested 19 suspects in connection with the incident.

"The identifiable crimes in this incident are murder and arson and they are serious crimes." ADVERTISING While saying that they have commenced grilling of the suspects with a view to ascertaining who played what role in the incident, the CP was, however, of the view that the murder of a young man in the area sparked off the reprisal attack.

He said: "The first noticeable crime was the murder of a young man. This resulted to arson. Those who went on reprisal attack should have restrained themselves, especially when they knew that the police had waded into the matter." Meanwhile, the story making the rounds in the area yesterday was that youths apprehended a suspected criminal, who died from beating he received from a mob. A villager, who claimed to be an eyewitness but pleaded anonymity, said: "Trouble started soon after somebody identified the victim of the mob action as a member of his village."

FCT taskforce to begin demolition in Nyanya-Karu next week

The FCT ministerial task force team is set to begin the second phase of demolition along Nyanya-Karu- Jikwoyi- Karshi axis next week.

The Chairman of the Ministerial Task Team Major Gen. Emmanuel Nienge (rtd) stated this while briefing newsmen on the sensitization's second phase in Abuja.

Nienge said having held series of meetings with the residents along that axis his team will prefer to carry out the process without the use of force.

"That is why we have taken the sensitization activities of the task force to the people themselves and which is considered as the most important part of this exercise," he said.

He said those who may be affected by the demolition process are yam sellers, coffin sellers, traders, transporters and scavengers.

He however said during the sensitization process the taskforce and the victims had come to an agreement.

Nienge commended the people for their support and corporation with the ministerial task team as they have begun to comply with the directives given to them

The Deputy Inspector General of Police (DIG) in charge of Southwest Zone, Mr Foluso Adebanjo, has rated Ekiti as having the lowest crime rate in the country.

The News Agency of Nigeria (NAN) reports that the DIG spoke in Ado Ekiti on Thursday during a working visit.

"The crime rate in Ekiti is very low, in fact, the lowest in the country. The police anywhere in the world can't do it alone without the cooperation and consent of the people.
"You need to work with critical stakeholders to achieve a crime-free society
"The Inspector General of Police, Mr Ibrahim Idris, is committed to the task of giving our men incentives.
"Before now, Inspectors used to spend over 14 years before becoming Superintendent of Police, but such has been corrected.
"Apart from promotion, we are working on the housing scheme for our men to be able to own a house after retirement.

COURT ORDERS ARREST OF LEKKI KILLER CONTRACTOR, SOLA OLUMOFE | Mr Olumide's Blog

A Lagos State High Court sitting in Igbosere has issued a bench warrant of arrest against Sola Olumofe, one of the contractors who handled building constructions at Lekki Garden Estate Limited.

A five-storey building within the estate had collapsed on March 10, 2016 killing 34 people.

The state government had subsequently dragged the estate's Managing Director, Richard Nyong and five other contractors before Justice Sybil Nwaka over alleged negligence in the events leading to the building collapse.

Other defendants are Taiwo Odofin, Omolabake Mortune, Marius Agwu and Omotilewa Joseph. They are standing trial alongside their companies, Lekki Gardens Estate Ltd, GT Rich Ltd and HC Insight Solutions Ltd.

Olumofe had however failed to appear before the court on two consecutive occasions leading to the issuance of bench warrant on Thursday by the presiding judge, Justice Nwaka.

The contractor was accused of putting additional floor to the building against what was approved by government for construction.

The defendants are facing six-count charges for failure to obtain building approval for the collapsed building and manslaughter, offences punishable under Section 75 of the Urban and Regional Planning and Development Law of Lagos State 2010 and Section 224 of Criminal Law of Lagos State 2015 respectively.

At the last adjourned date, Olumofe had failed to appear before the court, while the matter was adjourned to June 1 (today) for arraignment.

Again, when the matter was called, he equally failed to present himself for arraignment, a development which prompted Justice Nwaka to issue bench warrant for his arrest.

The judge ordered that Olumofe be arrested and be brought before the court on June 14 for arraignment alongside other defendants.

Travellers stranded as drivers protest killing of driver,pregnant woman on Benin-Lagos road | Mr Olumide's Blog

Travellers and motorists plying the Benin-Lagos Expressway were stranded for over 10 hours yesterday in Edo State as commercial drivers and drivers of luxury buses protested the killing of a conductor and an expectant mother.

The protesters blocked the road at Okada Junction from 3 a.m, demanding increased presence of security personnel on the highway.The Nation reports .

Eyewitnesses said robbers blocked the highway at 1 a.m, robbed several vehicles and killed the two persons.

The killing of the bus conductor angered luxury bus drivers who blocked the highway.

They were joined by other commercial drivers.

A driver of Young Shall Grow bus with registration number (Lagos) AAA 283 XM, which was attacked, Mr Obika Orakwe, identified the slain conductor as Onyekwere.

He said: "We left Onitsha around 10:30 p.m. Armed robbers attacked us immediately after we left Benin, as we headed to Okada. We managed to escape and decided to park somewhere because the shooting was too much. We discovered the conductor of the bus had been killed. The hoodlums also robbed several vehicles close to where we parked, including Ezenwata bus and some small buses. They were shooting everywhere."

A driver conveying Complete Sports, who gave his name simply as Ayinla, said the robbers took over the road as early as 1 a.m and killed the two persons on the spot.

He said the robbers operated without police intervention.

Senator Dino Melaye representing Kogi West senatorial district at the National Assembly on Thursday sued the Kogi state governor, Alhaji Yahaya Bello, the State House of Assembly and others before the Federal High Court, sitting in Lokoja over the non conduct of local government election.

Dino in the suit is asking the court to declare the composition of caretaker committees for the 21 local government areas of the state as illegal, null and void.

Also joined as defendants in the suit include the Ministry of Local Government and Chieftaincy Affairs, the Kogi State Local Government Service Commission and the State Independent Electoral Commission.

Others joined in the suit were the Joint Local Government Accounts Allocation Committee, the 21 local government areas of the state, the Central Bank of Nigeria, the minister of finance, the Federation Accounts and Allocation Committee and the Inspector General of Police.

The suit supported by a 30-paragraph affidavit deposed to by Melaye, sought 13 reliefs which include a declaration that the governor in pursuance of Section 56(1-6) Kogi state local government law 2008 could not appoint local government transition committees, sole administrators for the local government areas.

He also prayed the court to declared that the governor in line with the section 1(3) and Section 7(1) of the constitution of Federal Republic of Nigeria "cannot exercise its power in such a manner as to have delayed, refused or neglected to conduct local government elections for the purposes of constituting the various local government councils".

The suit also prayed the court for a declaration that " upon the interpretation of Section 7 of the Allocation of Revenue (Federation Account) Act Cap A15, LFN2004 there cannot exist a validly and lawfully constituted Joint Local Government Account Allocation Committee for the purpose of administering all sums of money accruing to the local government areas".

The lawmaker is also asking for a declaration restraining the governor, the House of Assembly among others from constituting or appointing any person as  caretaker committee or sole administrator.

The suit also asked for injunction directing the governor and other defendants from appropriating, expending or dealing with revenues accruing to the local government areas.

Daily Trust reports that the suit is coming virtually 24 hours after the state assembly approved a six month tenure extension for the 21 local government sole administrators earlier constituted by the Kogi State governor last year.

Road users to pay multiple taxes as bill awaits Senate's approval

There are indications that road users may face multiple taxes as Senate moves to pass the National Roads Fund (Establishment, etc) Bill 2017.

The bill, which was sponsored by Chairman of the Committee on Works, Sen. Kabiru Gaya, has scaled first and second readings and has gone for public hearing.

It was listed on the Order Paper of Thursday for third reading and passage but was not considered before plenary was adjourned till Tuesday.

The bill, according to report of a 16-member committee that looked into it, seeks to finance the maintenance and rehabilitation of national roads.

The report stated that the sources of revenue for the roads fund would were international vehicle transit charges and axle load control charges.

Others are inter-state mass transit-user charge of 0.5 per cent deductible from the fare paid by passengers to commercial mass transit operators on inter-state roads.

It also include fuel levy of N5 chargeable per litre on any volume of petrol and diesel products imported into Nigeria and on locally-refined petroleum products.

The report also said that revenue would be generated from toll fee of a percentage not exceeding 10 per cent of any revenue paid as user-charge per vehicle on any federal road designated as toll road.

However, the toll fee excludes roads with Public-Private-Partnership arrangement.

Besides charges to be incurred by road users, the bill when passed, would exclude National Roads Fund from Consolidated Revenue Fund and Treasury Single Account, relying on Section 80(1) of the 1999 Constitution (as amended).

According to the report, other sections of the bill include application of the roads fund, establishment of governing board, tenure of office of members as well as allowances for members and cessation of membership.

Others are roads programme, exemption from taxation, offences and penalties as well as miscellaneous issues such as regulation and power of the minister to give directives, and the role of National Council on Privatisation.

The report explained that the fund was to address inadequate levels of funding and irregular allocation from Federal Government road management, which made planning for maintenance difficult and irresponsive to private sector development.

"Inappropriate funding for management of road infrastructure leads to delayed or insufficient maintenance of roads which in turn leads to failure of assets and results in increased construction costs for routine and periodic maintenance.

"The core of the Road Fund is a concept that will mitigate the insufficiency and unpredictability of funding by extracting additional funds from those that use the road assets in the form of a user-based charge or levy,'' it stated.

The report stated that the bill would, among other things, create enabling environment for private sector participation. (NAN)
