NNPC Account In Red As Petrol Landing Cost Nears N180/Litre Posted: 22 Jan 2018 02:08 AM PST The account of the Nigerian National Petroleum Corporation (NNPC) is increasingly over-burdened as the landing cost of Premium Motor Spirit (PMS), otherwise called petrol, has risen following the recent surge in global oil price, analysts have said. The price of crude oil hit more than three-year high at the beginning of last week rising to $70 per barrel for the first time since December 2014. The Nigerian National Petroleum Corporation (NNPC) had in December 2017 hinted that Cost, Insurance and Freight (CIF) price of PMS was $620 per metric tonne, and that at N305 to a dollar, PMS landing cost translated to N171 per litre. At that time, oil price traded below $65 per barrel. But analysts estimate that with the recent rise in oil price and based on the Petroleum Product Pricing Regulatory Authority (PPPRA) template, the cost of imported petrol now hovers at between N175-N180/per litre. "You will agree with me that today, based on my own estimate, the naira landing cost of petrol in Nigeria is actually somewhere between N175-N180/per litre which means that if the government should fully deregulate the oil sector, there would be higher price for petroleum product," the Head, Investor Relations at United Bank for Africa (UBA) Mr. Abiola Razaq, said. "If you look at the PPPRA template and where crude oil prices are in addition to shipping cost and using the official CBN exchange rate, you would have an idea of what the cost of refined products is," Razaq also said. He said that anytime oil price went up, the naira landing cost of petroleum products also increased. "It is a fact that PMS prices will go up and the fact that our refineries are not functioning means we are vulnerable to shocks," the Head of Energy Research at Ecobank, Mr. Dolapo Oni, said about the impact of a jump in oil price on petroleum products. The Chief Executive Officer (CEO) of the International Institute for Petroleum, Energy Law and Policy (IIPELP), Dr. Timothy Okon, said it was not unusual for PMS prices to escalate when oil prices rise. "Of course, 80 per cent of PMS price is crude price. If prices go up product prices must reflect the price of crude," Dr. Okon a former head of Corporate Planning and Strategy at the NNPC, said. Daily Trust reports that at the landing cost of N171 per litre, NNPC recorded under-recovery of N26 on a litre of the commodity. However, with prices hovering between N175-N180, according to industry experts' prediction, N33 is being spent on every litre of petrol by the corporation to keep the pump price at N145. The NNPC while clarifying a statement wrongly attributed to Managing Director of Petroleum Products Marketing Company (PPMC), Mr. Umar Ajiya at the weekend explained that there was under-recovery in the importation and sale of PMS by NNPC, but the burden is categorized as business losses which the Act establishing NNPC recognizes. Buhari Lacks The Physical, Intellectual Capacity To Govern - Na'Abba Posted: 22 Jan 2018 01:33 AM PST Alhaji Umar Gali Na'Abba, a former Speaker of the House of Representatives, has said President Muhammadu Buhari lacks the physical and intellectual capacity to govern Nigeria. Na'Abba said this when The Punch contacted him to confirm comments attributed to him concerning calls on the President to seek a second term. His words: "He (President Buhari) hasn't got the capacity physically and intellectually to govern Nigeria this is my honest opinion." In response to a question as to whether he said the 'President feels that since he is now in charge, everything is in order,' Na'Abba said, "I confirm what I said in the interview with Osasu on the Ossasu TV show." He said the President would not get his support should he seek a second term come 2019. Na'Abba, who is a member of the Board of Trustees of the All Progressives Congress, said this on the Osasu Show anchored by Osasu Igbinedion. Asked whether he would be supporting Buhari, he said, "There is no way I can support him." He said when he met with Buhari to advise him, the President said he should not worry, that everything was going as planned. Na'Abba added, "I had the opportunity of sitting with the President and tell him that this is what is wrong but he told me that things were wrong before but with his election, everything is right now. That was what he told me and I was very disappointed." The ex-speaker said Buhari refused to carry the APC leaders along because he believed that all politicians were evil. He said the President only recently decided to appoint party members into boards because he was seeking re-election. The ex-lawmaker said, "I decided to move back to the APC from the PDP to support him because from his utterances, I believed he wanted to add value to democracy and this is three years into his administration and he doesn't work with the party, he regards party members as evil, he doesn't work with anybody, he doesn't consult with anybody in the party. "I am a member of the Board of Trustees of the party even though we don't have it officially. We had a meeting of such a board or whatever you call it in February 2016. "That meeting was only called again in November 2017 when he decided that he wanted to get re-elected and he needs us. He promised to reconstitute boards. He had earlier refused to do that because he believed politicians were responsible for all the evil in this country and he also promised to increase the number of ministers. In a nutshell, the President has not added value to democracy by an inch." Na'Abba said he was aware that about seven governors had endorsed the President's re-election bid. He, however, argued that the governors were acting alone, without the support of their state chapters since no one was consulted before the endorsement. But the Presidency may not be surprised at the outburst of Na'Abba. Rather, it is expecting that as the next elections draw nearer, more chieftains of the ruling APC will still go public to support Na'Abba's position. A Presidency official who spoke on the condition of anonymity said this in an interview with The Punch yesterday. The government official said Na'Abba's outburst did not come as a surprise because it was clear that the President could not pay for his expensive lifestyle. He said more party chiefs who belong to the same category with the former Speaker would still join him. The source said, "Ghali Na'Abba's position is not strange to us and it did not come to us as a surprise. The truth is that there are more party chiefs which still toe the same line with him. They will come out to support him." He said many of those who were opposed to Buhari had expensive lifestyles, which Buhari could not pay for. When contacted on the telephone for his reaction to Na'Abba's claim, the Senior Special Assistant to the President on Media and Publicity, Garba Shehu, declined comment. Man Abducts Lady During Church Vigil In Delta, R*pes Her Posted: 22 Jan 2018 01:33 AM PST A man has been arrested by the police for the alleged abduction and r*pe of a 21-year-old lady, Esther, in Ibusa, Asaba, the Delta State capital. The suspect, identified simply as Paul, had allegedly held the victim captive in his shop for about one week, before he was caught on Thursday. It was learnt that Paul, who founded the defunct Paul Zion Deliverance Ministry, Asaba, sold scriptural items in the shop, which was opposite a parish of Winners Chapel on Ibusa Road. Esther had attended a vigil at the Living Faith Church with her family members on Friday, January 12, when Paul allegedly hypnotised and abducted her. It was gathered that the family members searched for her around the church after the vigil to no avail. They subsequently reported a case of missing person at the A Division of the Delta State Police Command, while the church prayed for her safe return. A friend of the victim's brother had reportedly gone to buy something at Paul's shop on Thursday when he sighted her and informed the family. Esther's elder brother said that some church workers apprehended the suspect and held him until the police arrived. The brother, who did not want his name in print, said, "We went for a vigil at our church on Friday, January 12. We could not find her after the service. My sister is a special child. She had convulsion while she was young and it affected her. She can't read and write. "Someone saw her at the man's shop on Thursday and raised the alarm. When we got there, we discovered that the man had bought new clothes for her. She had been hypnotised and refused to follow us. Later, she said the man made her to swear with a Bible that she would not leave him and that if she did, she would die. He should be in his 50s. "We learnt that he chased away his wife and children a long time ago. He sells souvenirs outside the church (Winners Chapel). The church does not have anything to do with him." He said Esther was taken to the police clinic at Asaba, where a test carried out on her confirmed that she was r*ped. He added that the medical report would be handed over to the police on Monday (today). "He calls himself an apostle. We learnt that his church was closed down. We have options to either drop the case or take him to court. For some reasons, we will not drop the case," he added. The medical report, which was sighted by The Punch, indicated that the victim tested positive for "smothered labia majora/minora." The coordinator of a rights group, Behind Bars Initiative, Harrison Gwamnishu, said the organisation was closely following the case. He said Paul attempted to flee when he noticed that luck had run out on him. Gwamnishu said, "A woman contacted my organisation and linked me up with the brother of the victim. When we got to the man's shop, the victim was following him around. He has a mattress inside the shop. On our way to the police station, he said God told him to get married to a lady and he felt he could marry her. I called the Investigating Police Officer today (Sunday) to know if she was at the station so I could bring the medical report. But she did not pick her calls." The Delta State Police Public Relations Officer, DSP Andrew Aniamaka, said the police had commenced investigation into the matter, adding that the command had yet to establish the rape allegation. He said, "We are investigating a case of abduction. The victim is suspected to be physically challenged. "The so called pastor is not a pastor. He has a history of mental illness. Be that as it may, it is not for the police to establish who is mad or not. The appropriate authorities will take care of that. "Stop Putting Gas Cylinders Inside Kitchens" - Burns Expert Warns Posted: 22 Jan 2018 12:23 AM PST An expert in burns treatment, Dr Ayodele Iyun, has said domestic burns cases from the explosion of gas cylinders brought to the University College Hospital (UCH), Ibadan has increased by 50 percent in the last two years. Dr Iyun, the consultant in charge of the hospital's burns unit, said the upsurge in domestic burns cases was linked to people shifting from the use of kerosene to cooking gas. He declared that in the last two weeks, two women with over 65 percent burns had been admitted to the hospital due to gas explosion, adding that "almost every month, we now have at least two major burns cases." The expert declared that over 90 percent of the cases were due to camping gas cylinders exploding, noting that often only severe burn cases come to the hospital for treatment, he declared that this upsurge in domestic burns due to gas explosion had also been noticed in other burn units, especially in the South Western Nigeria. "Occasionally, we have cases of industrial gas explosion, like the case that occurred in Eastern Nigeria, but now we are having terrible incidences of burns from domestic cooking gas crippling into the South West. "I can't say the exact figure, but in terms of burns due to gas explosion, the increase is almost 50 per cent, especially domestic gas explosion. In fact, about 90 per cent of them are camp gas cylinder explosions," he declared. He added that the cases were more in women than men, declaring "so, we now have fewer cases of kerosene burns, it is now gas." Dr Iyun, stressing the need to prevent this incidence because the outcome of massive burns was not too good, advised that Nigerians should desist from keeping gas cylinders in their kitchens. According to him, "what is now important is education; people need to be aware of the dangers of using cooking gas. They need to know how to use it properly. Government must ensure that they are not supplying faulty gas cylinders. A faulty gas cylinder will most likely leak and this can lead to an explosion. Buhari Is Healthy To Seek Re-election In 2019 – Femi Adesina Posted: 21 Jan 2018 10:13 PM PST Presidential Spokesman, Mr Femi Adesina, says President Muhammadu Buhari is presently in a better state of health than in 2015, to seek re-election in the 2019 general elections. Adesina said this while speaking with State House correspondents in Abuja on Sunday. He said though the president was yet to decide on whether to re-contest or not, his health would never be an issue as he had been improving tremendously since his return from medical vacation. Buhari left Nigeria on May 7, for the second round of his medical treatment in London, and returned to Abuja on Aug. 19, 2017 after a successful medical vacation. The presidential aide said: "yes, health is wealth. The president is not a frivolous person. If he thinks that his health cannot carry anything, he will not do it. "So, of course, his health will matter a lot. It will be very important but we need to give glory to God for the way he is now. "Every day you see the president, you see a glow about him, you see freshness about him. I think he's even in a better state than when he came in 2015. It's all to the glory of God. "So, once he assesses that his health can carry it, there's nothing wrong if he steps into the fray. But he has the final decision.'' Adesina maintained that the Buhari-led administration would continue to ensure the conduct of acceptable elections in the country as the president had vowed to bequeath free and fair elections in Nigeria. He cited recently conducted elections across the country where the ruling party, All Progressives Congress (APC) participated but failed to win. "It was not like that in the past when a certain party was in power. They won all the elections that held in states. "But you saw Anambra. Just this weekend, you saw a senatorial election there. Some months ago in November, you saw the governorship election. "If APC had wanted to overrun Anambra using federal might, it would have done that and it would win the election. "Election was held in Bayelsa under this administration, APC didn't do it. Ondo, APC won fair and square. Kogi, it won fair and square. Where APC wins, it wins. Where it loses, it loses. "That's the attitude of the president. Your party doesn't have to win by hook or crook,'' he added. On social media report that the Minister of Transportation, Rotimi Amaechi had been appointed as Director-General for President Buhari's campaign organisation, the presidential aide described such report as mere rumour. He said the president had not decided to run for re-election as the whistle had not been blown for such activities by the Independent National Electoral Commission (INEC). He said: "well, me I believe that things like Director-General will come when you have become a candidate. If the president steps into the fray now, he's an aspirant just like any other aspirant. "Having a Director-General comes when you become a candidate of the party.'' On whether Buhari will embrace the Nelson Mandela option of four-year single term, Adesina said it was the constitutional right of the President to run or not to run. "Of course, this is a democracy. People will always have a right to their opinion. You know one thing about democracy is that there is multiplicity of opinion. "So, those who believe in the Mandela option, it is their right. And it is also the right of the president to run or not to run. So, you don't abridge the right of anybody under a democracy. "You cannot start a race until the whistle is blown. 4 Ways Faith & Hope Can Help You Overcome Anything Posted: 21 Jan 2018 07:48 AM PST If there's anything I've learned about faith, it's that Jesus is in the business of hope. Here are four reflections on hope and why it's such a critical part of faith. Here's how hope can change your life, right now. 1. FAITH IS HOPE When the author of the biblical book Hebrews explained faith, he spoke of hope. "Now faith is the assurance of things hoped for, the conviction of things not seen" (Hebrews 11:1 ESV). As Christians, we do not physically see Jesus. We also do not know when he will return to earth. But we believe (have faith) in him. We have a conviction about that which we cannot see. Ask yourself: Has God called you to a purpose? Now ask yourself: Do you believe in Jesus' work in your life and the world? If your answer is "yes" to both of those things, then really it shouldn't be hard to take the next step: To hope in what Jesus will do in your life. Have hope that God will see through his purpose in your life. You may not have faith in yourself, but you can have faith in Jesus working through you. Faith is hope. And it can have incredible power in our lives. 2. HOPE IS MAGICAL: IT'S MIRACULOUS Hope is magical; or better put, it's miraculous. It changes our perspective and it changes lives. Consider for a moment one the great problems of our world: extreme poverty, the fact that there are millions of people around the world trying to survive on less than a $1.25 per day. Now consider that the developing world is full of people with tenacity and strength who lack the resources to make their dreams reality. They need hope. They need opportunities. Those of us with resources can offer them hope. Something as simple as our purchasing and donating decisions can change lives. When we give of our time, money, or resources, we have the opportunity to watch Jesus' work in the world. That act of faith should give us hope. Each of us have a chance to see God at work, to put our hope into action. And doing so can offer us hope in return. 3. HAVING HOPE FOR SOMEONE ELSE CAN PERSONALLY GIVE YOU HOPE The incredible thing about offering someone hope is that doing so also offers you hope. It makes you believe in what the person you're helping is yet to see. It changes the way you feel about the state of that person's life, and in doing so, causes you to think about what hope God has in store for you. Having hope for someone else gives you a small glimpse at God's eternal perspective. You briefly see the connections God does: how he has used you to help someone else, and how he will likely use someone else to help you. And it doesn't take long to get from there to believing in what God can do in your life. 4. HOPE IS AN OPPORTUNITY FOR THIS GENERATION Jesus has great opportunities in store for this generation. He is the hope that Hebrews 11 speaks about. It is his work through the Spirit that we're anticipating and desire to fully realize. It is Jesus' second coming that we wait for. Obasanjo Receives His PhD, Buhari Congratulates Him Posted: 21 Jan 2018 05:08 AM PST President Muhammadu Buhari has congratulated former President Olusegun Obasanjo for bagging a doctorate degree at the National Open University (NOUN). Buhari, who was the visitor at 7th Convocation of NOUN on Saturday in Abuja, described Obasanjo as the "Father of Open and Distance Education in Nigeria.'' Obasanjo who was among the 14,769 graduands, was conferred with Doctor of Philosophy in Christian Theology, thereby making him the first PhD product of NOUN. Out of the number, 41 bagged first class honours. Represented by Prof. Abubakar Raheed, Executive Secretary, National Universities Commission (NUC), Buhari said that it was Obasanjo's belief in Open and Distance Learning (ODL) that made him enroll in NOUN. "Obasanjo, because of his quest for quality education, could have opted to fulfill his desire for university education in Ivy League universities of the world and none of them could have denied him this opportunity. "NOUN and indeed Nigerians, will continue to appreciate your belief, recognition of and support for ODL in Nigeria; we are proud of you,'' he said. Buhari said that his administration desired that Nigerian universities, irrespective of their mode of delivery, would deliver on national needs and aspiration as well as be strategically positioned to compete internationally. The visitor said that as a result of the centrality of the curriculum in the delivery of quality university education, he had charged NUC to ensure periodic review of Nigerian university curriculum. In his remark, Obasanjo expressed delight for being awarded doctorate degree by NOUN. He described NOUN as one of the best institutions of learning in Africa. The former president said that he had many honorary degrees but none was as fulfilling as bagging a doctorate degree from NOUN. "I feel a different sense of joy today from when I receive honorary degrees; at last count, I have received about 20 honorary degrees from top grade universities all over the world. "The earned doctorate degree I receive today comes with a different sense of fulfillment and accomplishment. "My studentship of NOUN confirmed that via the ODL platform, there is no age limit, no status barrier, no social lineage.'' He said that during his student's days at NOUN, he requested that he should not be given any special privilege because he wanted to go through it as other students. "I went through the rigours and discipline of post graduate studies like any other post graduate student. "I thank my supervisors for giving me the opportunity of going through the grail and the crucible of research for my doctoral work. "I could not have had better supervisors; they were firm, strict but meticulous and tortuous,'' he said.
