According to the government, the values of properties and rents in other nations of the world are falling as a result of the global economic slowdown being experienced. Speaking at the inauguration of board members of the Estate Surveyors and Valuers Registration Board of Nigeria in Abuja, the Minister of Power, Works and Housing, Babatunde Fashola, said many houses in Nigeria were empty while a lot of people lacked accommodation. He said, "For me, I think the most important message I'll like to share at this inauguration is to pose the question on whether the current land valuation system and values are consistent with the reality of our economy. You as experts must answer that question because we have a very challenging economy.

JAMB PROMISES TO MAKE ADMISSION PROCESS MORE CREDIBLE, SEE THEIR NEW INITIATIVE | Mr Olumide's Blog Posted: 31 May 2017 04:12 AM PDT Penultimate week, the Joint Admission and Matriculation Board(JAMB) concluded the conduct of its Unified Tertiary Matriculation Examination (UTME) which saw about 1.7 million candidates sitting for it. The Registrar, Professor Is-haq Oloyede who was in JKK CBT Centre, Lagos for on-the-spot assessment told Journalists including Funmi Ogundare that the board would by next year, no longer allow mushroom CBT centres to operate so as to protect the sanctity and integrity of the examination, among other issues Having gone round to monitor the last Unified Tertiary Matriculation Examination (UTME) conducted by the Joint Admission and Matriculation Board(JAMB) across the country, where about 1.7 million candidates sat for the examination, the board had observed the fraudulent practices carried out by some of the Computer Based Centres (CBT), despite some of the challenges such as manpower shortage; network and power failures it faced. For instance, the board discovered that despite the poor standard of facilities at some of the CBT centres, they were collecting outrageous amount of money from poor and unsuspecting candidates aside the official amount of N5,500 to alter their registration online. "When the candidates come up for the examination, by the time we test their fingers, we discovered that there were impersonators. As they are creating such problem, we have to be ahead of them . We might not even need your fingerprints next year. There are other technologies that once you pass through them, everything about the candidate is captured , we will not even need to move in that direction. We believe that people should use their intelligence and education in a positive manner. People are so criminally innovative and that is not helpful for planning." He believes that one fundamental mistake that people make, is for tutorial centres to also register students for CBT, saying, " I think its a major error on our part, because they do every thing possible to make sure that they attract customers . They now have VIP rooms, where they will connect a cable to a special room and collect a lot of money from the special candidates. While we are in the exam hall conducting the exam, we will not know, and that was why we had to create an avenue from our server to monitor how many people are writing the exam. What we discovered is that they will be physically there but they are doing nothing. It is the people who are in the VIP rooms that are doing the exam for the VIP sitting in the exam hall and pretending to be writing the exam." Oloyede said most of the problems created during the registration were there as a result of non-compliance and centres not opening enough points. He argued that most private schools were extorting students by collecting a minimum of N15,000 for JAMB registration of N5,500 saying, "I can say 70 percent of them are doing this. The most sympathetic was the one that collected N8000 . They would go and register these candidates en masse and in the process of doing that, they miss the statistics of the students and when they question some of the CBT centre owners, they will deliberately make mistakes because they know they will collect N1000 from the candidates for editing. "Having gone round, of the figure, I do not see 30 centres being up-to-date and meeting our set rules. . It is one of the reasons why I will call on rectors, vice chancellors and provost, and well established bodies like JKK that we need to put our heads together to protect the sanctity of our examination , and create mega centres where we can have 10 centres in one. That is taking 2500 candidates at once . Emphasising on why he decided to pick JKK as a point of interest, he said, "when I started CBT in 2007, It was with JKK. I initiated it in the same year I became vice chancellor in University of Ilorin (UNILORIN) and returned from a training from the United Kingdom(UK) on biometrics . I came back with the idea that for classes with more than 500 candidates, what is being done elsewhere is automated marking. So I had to invite JKK to UNILORIN to start the CBT. "I have seen that they have perfected our vision at that time because when you go round, you will see that it is the biometric centre unlike the mushroom ones that you have found. JKK is very important for me and that is why I picked it among other places. We also want to ensure that we put our heads together and see whether or not we should eliminate some of these mushroom centres who are there to make illegal money. Reacting to the issue of using CCTV cameras at the centres, he said it is to enable the board to see if there were incidents of examination malpractices and prevent a situation that would prevent candidates who did not pass exam to become agitated. "If not that Nigerians value somethings for some reasons, my intention is to have withheld the results for one week, but people will still complain. The normal thing elsewhere is that after the exam, experts will sit down and view all the centres, but if we say we want to do that, some will say we want to doctor the results. There are certain things we do here because of environmental factors that are not done elsewhere." "How can you say you are a good ambassador of your family when the child knows that the parent is a crook? That is why we are breeding all kinds of characters who are coming out in all facets of our public life because the family integrity has been eroded. I believe that by next year, we would have moved to another stage. To be licensed now for CBT, we have to ask more questions. "All those who are interested in training students for UTME, let them be just lesson room and if you want to be exam centre, then be an exam centre. For instance, a lesson teacher collected the email address of all the students and changed their passwords so that all the mails we sent to the candidates will go to the lesson teacher to defraud them. That was why we made the notification available on our website. We discovered that some of them have the registration numbers of these students and they were going on our website to do something that will be inimical to the candidates, such that if a candidates had registered in Lagos, they will change it to Calabar because they have access. "I don't blame them, I blame the parents because they want their wards to have university education at all cost even when they are not matured enough for it. That is why they are following them all about. It is because they are not matured or prepared for tertiary education, that is why lecturers can harass them in the classroom.

WE DON’T HAVE ANYTHING AGAINST ESTABLISHMENT OF PEACE CORPS – CIVIL DEFENCE | Mr Olumide's Blog Posted: 31 May 2017 04:12 AM PDT The Nigerian Security and Civil Defence Corps (NSCDC), on Tuesday, urged the Senate to go ahead with the establishment of Nigerian Peace Corps, saying it had no opposition to it. A Deputy Comptroller, Musa Farouk, who led the delegation on behalf of the Commandant General, said the services of Peace Corps officers were needed at the moment due to inadequate security operatives to combat the criminal activities in Nigeria. Farouk told the lawmakers that Peace Corps and Civil Defence, according to the Bill before the Senate, have different roles, except for 'Peace and Conflict Resolution' clause, which he urged the Senate to streamline, so as to avoid conflicts in the future. On the allegation of confrontations with other security agencies, the Civil Defence said it had not had any sour encounter with the Peace Corps since their existence, adding that, security operatives in Nigeria should cultivate inter-agency relationship amongst themselves, to be able to win the war against crime, instead of fighting each other. The Senate Committee Chairman on Judiciary and Human Rights, Senator David Umaru, said his committee, in the course of the investigative hearing, had earlier invited the Nigerian Army, Department of State Security (DSS) and the Police, to know if the establishment of Peace Corps could pose any security threat to the country. t could be recalled that, the Nigerian Peace Corps Bill was passed at both Houses of the National Assembly in 2016, and a conference committee of both chambers inaugurated to harmonize the 2 versions of the Bill. While the House of Representatives adopted its report in January 2017, the Senate has been preoccupied with alot of issues, ranging from the trial of the National Commandant of Peace Corps, Dickson Akoh, and some undercurrent interests. To put an end to these, the Senate, during its plenary recently, mandated its standing committee on judiciary to conduct an investigation and subsequently advise the red chamber on the next legislative action.

NAVAL OFFICERS SET THREE POLICEMEN ABLAZE IN CALABAR | Mr Olumide's Blog Posted: 31 May 2017 04:12 AM PDT Three policemen were on Tuesday reportedly set ablaze, following a clash between the police and some officers of the Nigerian navy in Calabar, Cross River state capital. In a report monitored on Channels TV, the naval officers allegedly set the deceased ablaze in their station during the fight. According to the report, the misunderstanding between the two parties had started at a police checkpoint, opposite the Navy barracks in Akim area of the town. According to a source, trouble started earlier in the day after a policeman stopped a naval officer at the checkpoint, but the officer reportedly refused to obey. The source said the refusal had led to a shootout. FULANI HERDSMEN’S ATTACKS ARE INCREASING AND MORE DARING, OKOWA RAISES ALARM | Mr Olumide's Blog Posted: 31 May 2017 04:12 AM PDT By Emma Amaize, Regional Editor, South-South, Festus Ahon & Perez Brisibe ASABA— GOVERNOR Ifeanyi Okowa of Delta State, yesterday, raised a fresh alarm that killings and attacks by herdsmen were escalating in the state and other parts of the country and called on the Federal Government to come up with tough measures to confront the menace. Okowa, who spoke at a quarterly briefing with journalists in Asaba, scored his administration high in terms of infrastructural development, adding, "We have thus far, as at the last two years, awarded 98 roads, 20 of which have been commissioned. From the information available, about 25 of the roads will be commissioned in the course of this second year anniversary." The governor denied having hands in the impeachment of the former Speaker of the Delta State House of Assembly, Chief Monday Igbuya, saying: "I do not have any hand in the impeachment of the former Speaker and that is why I spent time to resolve a lot of issues over the matter. It was an affair that a large majority of the members felt that the former Speaker needed to give way. I believe that the Delta State House of Assembly is knowledgeable enough and they have vibrant lawmakers as members. "In fact, for four days, I did not do anything else because of the matter. As a governor, I do not believe that I have the right to impose things on them against their will and that is why the decision was taken by them and that decision stays and I do not think I will involve myself with the impeachment of the former Speaker," he said. He explained that the state government discontinued overseas scholarship programme for first-class students of the state origin because of shortage of funds, while the Delta Leisure Resorts, Oleri and Ogwashi-Uku Wild Life Park and Resorts projects were abandoned when it was discovered that investors contributed nothing to the supposedly private-sector driven projects after the government had pumped in billions of naira. On the herdsmen menace, he said: "We are beginning to have a new form of crisis, not that it has not been there. It is the clash between herdsmen and our communities and farmers. It has been a very problematic issue, though not restricted to Delta State. It is very unfortunate that it is escalating, not only in Delta State, but across the country, but we are trying to work out the best ways to deal with it. "I have been talking with the security agents and the Commissioner of Police, who has been very proactive and talking with my colleagues, many of them are challenged with the activities of the herdsmen." Noting the peculiar challenge at Abraka axis of the state, where herdsmen were alleged to be occupying an area described by locals as "Sambisa Forest,' he said: "We are aware that there are challenges at the Abraka area but I will not call it Sambisa forest. The Commissioner of Police has also been in touch with the Assistant Inspector General of Police, South-South." "As I speak with you, in the past two weeks, two units of mobile policemen, about 126 policemen with some specially trained anti-terrorist policemen are already resident at Abraka, though at a high cost to us, looking at the best avenues to get these herdsmen to move out of the forest. "It is something that has to be planned in such a manner that we do not have any casualties. But these operatives are providing security there and currently escorting farmers to their farms," he said. Admitting that the Delta State Government was misled on the Oleri Wildlife Park, the governor said: "From what is available to us, the state government was deceived by the private 'investor' who was supposed to fund the project and the situation is that there is nothing on ground at the project site to show that a kobo has come from the investor who started turning itself into a contractor. "I think the past administration initially thought that the project would be a job spinner. The project is actually going to cost lot of monies which the state government cannot afford," he added. On his performance, he said: "We have continued to do a lot in road development, while we are continuing with some of the roads that were started by the previous administration, some new roads have been awarded and some old roads have been rehabilitated because they have been in very bad shape and as at the last count, we have thus far, as at the last two years, awarded 98 roads and of the 98 roads, 20 of them have been commissioned and from the information available, about 25 of the roads will be commissioned in the course of this second year anniversary." "We still have about 53 roads that are ongoing at various stages, some at completion and we are carrying out inspections in the course of town hall meetings we are having as part of activities to mark our second year anniversary in office," he added. SENATE ABORTS COBCESSION OF PORT HACOURT REFINERY TO AGIP | Mr Olumide's Blog Posted: 31 May 2017 04:12 AM PDT The Senate has asked the Ministry of Petroleum Resources to halt its effort to concession the Port Harcourt refinery to Agip and Oando. The handover was to allow for the repairs and the operation of the facility. The Senate said on Tuesday that the process should be suspended pending its investigation amid concerns over the transparency of the process. The Minister of Petroleum, Ibe Kachikwu, had on May 9 announced that the Nigerian Agip Oil Company, a subsidiary of the Italian oil giant, Eni, had committed to repairing the Port Harcourt refinery, as part of a $15 billion investment that includes building a 150 thousand barrel per day refinery and a power plant. The plan was aimed at strengthening Nigeria's drive to end fuel importation by 2019, Mr. Kachikwu said. But following a motion by Mohammed Sabo, APC-Jigawa, on Tuesday, the Senate expressed worry with the process, allegedly characterized by lack of clarity, due process and transparency. In a statement on May 16, Oando's Chief Strategy and Corporate Services officer, Ainoije Irune, confirmed the company was a party to the agreement reached between Agip and the federal government to repair, operate and maintain (ROM) the Port Harcourt refinery, an arrangement planned to see the facility's capacity grow from its current 30 per cent to 100 per cent of its 210,000 barrels per day capacity. "In line with the concerted efforts of the Ministry of Petroleum Resources and the Nigeria National Petroleum Corporation (NNPC) to aggressively drive private sector led refineries rehabilitation and expansion programs, Oando as local partners to NAOC/ENI will support the rehabilitation of PHRC's on activities of terminalling, logistics, structuring and funding," Mr. Irune explained. Although he said final agreement would be reached by end of July 2017, Oando's confirmation and May 9 announcement by Mr. Kachikwu suggested the government had already concluded to concession the refinery to Agip and its partners, Oando. In his presentation on Tuesday, Mr. Sabo said the planned concession would have been "wonderful", as it meant ending importation of refined petroleum products by 2019. He, however, queried the process of the transactions, which he said was without recourse to due process and, thus, "is illegal and a clear attempt at ridiculing Nigerians and would definitely create a big hole that would be hard to fill in the anti-corruption crusade of the present administration." He queried: "Was there observance of the privatization law as regards due diligence, selection from preferred bidders before ceding the Port Harcourt refinery to Agip/Oando?" For such transaction, he said, "the best practice is to select partners through open and competitive bidding, i.e. prepare the business for sale, market the business, buyers selection and close transaction." He alleged that the process had been without the participation of relevant authorities, such as the Bureau of Public Enterprises and the National Council on Privatisation which are statutorily empowered to conduct such exercise, adding that labour unions were not aware of "the deal that is supposed to be officially signed in July this year." The senator added that the deal "hatched in the dark without the knowledge and participation of the relevant stakeholders" would lead to sub-optimal outcomes for the federal government. He said he would rather the authorities asked Agip to consider rehabilitating the Warri refinery which they built, not the Port Harcourt refinery – built by Japan – where the company has no technical history. Following Mr. Sabo's motion, the Senate resolved to ask the federal government to halt the process of the concession pending "a holistic investigation to determine how and why such a deal was sealed and the criteria to select Agip/Eni and Oando Plc to operate and maintain Port Harcourt refinery at what cost and timeframe." The Nigeria petroleum ministry could not be reached immediately for comment. Also, the spokesperson for the Acting President, Yemi Osinbajo, did not answer calls initiated to get reaction from the presidency. Mr. Kachikwu announced the refinery deal on May 9, after he met with Mr. Osinbajo and Agip officials at the State House.

Oyegun went further to explain that the APC actually knew what was ahead of it, when President Buhari assumed power contrary to what a cross-section of Nigerians believe. He said Nigerians need to commend the APC-led Federal Government for doing everything humanly possible to sustain the economy and save it from total collapse. The national chairman said only those gifted with the power of prophesy would have known the actual situation of the economy, saying the PDP government should bury their heads in shame for battering the economy. According to The Nation, below is his statement: "No, we didn't under rate it neither did you nor anyone else, unless those with the gift of prophesy. None could have known what was coming; if I ask you to describe the situation in 2015, I am sure you won't have added that the crude oil market was going to collapse. Did you foresee that? "We knew we were going to take over a battered economy, but we were glad that oil was still coming at 2.5 million barrels a day, we were glad that prices were still hovering around a $100/b occasionally. "During the years of PDP, it was going between $100 to $120 a barrel and we took over a totally ravaged economy and we were prepared for that because we also thought since we didn't have the gift of prophesy that Nigeria will continue to be blessed with oil resources, 2.5 million barrels sometime three million at $80 a barrel, sometimes 100 dollars a barrel, we were ready to get the nation moving quickly. "When we took over, as if that wasn't enough with a battered economy, the very next week or two, crude market collapsed at a stage that the price of production of a barrel and the price we were getting from the world market was almost the same; about thirty something dollars a barrel. "I am a trained economist, I am a development economist. You should look at the reality; forget the hunger, there is hunger in the land but you should wonder why this country didn't collapse with virtually no income, no foreign exchange; nothing. "And we are still here today, that is the reality and it has nothing to do with incompetence. We had no revenues, we had no foreign exchange, and we were an economy that exists to function. I know the pain we went through to allow the price of petrol to go up. "For a long time when we came, if you could remember the news was still on and off, but there was no other solution than to let go, you can't continue that regime of subsidy which was one of the things that almost bankrupted this nation. "We had to bring in the Treasury Single Account, had to make sure every kobo was accounted for, had to go abroad and the press started telling everyone that he lives in an aircraft from one capital to another to draw up resources to keep the nation afloat. "Then came the recession and in a situation like that was inevitable, we had to spend to get out of recession; we had no savings. "Honestly, if you people want to do this country a favour, you should tell anybody who was a main person in PDP that they ought to hang their heads in shame and you should pray that we never have a government again like what the PDP did to this country. "The signs were there, they fought over oil blocks endlessly. Nobody ever thought that this resource is one that will finish one day, nobody ever thought giving those 16 years of PDP rule that every day they were talking of renewable energy resources they were planning no longer to be dependent on this war-ravaged areas for their own industrial fuelling. "Our government for 16 years just kept importing petrol, export crude, sending away ship load of crude that was not accounted for, individual appropriating the money that belonged to me and you; to the nation. So please be a little bit softer, kinder and look at the details of how we got to where we are today. "I am not going to abuse PDP or anybody, but this is the reality, this is the truth of how this country is where it is today and we are labouring, the president is labouring now to diversity the country. She was very popular and she's said to know top politicians. She lived at the alleged notorious Abedi street of Sabon Gari, Kano, as a prostitute. The single mother of two was said to have spiritual powers, so no one dared say anything bad about her. The controller general of prisons expressed appreciation to the assistance rendered by security agencies particularly the SSS and the police in arresting the fugitive. He urged the general public to continue giving information that will rid the society of outlaws like the Rabi Ismail. Emma Green, 35, described her total shock at being asked to leave the plane because they were wearing black t-shirts with the slogan 'Bitches On Tour' written on the front in pink. I Was Impeached For Refusing To Inflate Budget – Ex Gov. Peter Obi | Mr Olumide's Blog Posted: 31 May 2017 03:57 AM PDT Former Anambra State governor , Peter Obi, has said one of the reasons he was impeached during his administration was his refusal to inflate the government's yearly budget. Speaking at the Nigeria Symposium for Young and Emerging Leaders which took place in Lagos on Tuesday, Peter Obi, who spoke with the theme 'Open Governance: Improving Transparency and Accountability in Government', said; "I have been a victim of that because budgets are not properly articulated, it's inflated not even padded. I was impeached in Anambra State, removed from office twice, the first one is because of this budget issue. "They want to repair Office of the Governor, which is my office, the approved budget for 2006 was N298 million, I repaired everything with N43.2 million. They said I didn't do it through due process, because they have awarded the contract. "The second item was repair of the Governor's Lodge, which is where I live, everything was N486 million, I did everything with N81 million, they said it didn't go through due process. That is to show you how government works, they input so many roadblocks." Obi said politicians as well as civil servants are responsible for inflated government budgets. "I keep saying it, if the leader is not stealing, you reduce it by 75 percent. Because anybody on the line will know. "My first experience as a governor, was about headed paper. When I arrived, they said they were going to do headed paper. Because I came from a business and a private sector, I'm a trader, so when they said to do a ream of paper that I used to buy in my office N750, they told me it's N15,000. I said 'Ehn! What do you mean?' They said they even reduced it from N18,000 to N15,000. "I said 'can you give me the sample?' Maybe it's different. They gave me the sample, I called my printer and told him to do me two reams of this. He came back and said it's N1,500 each, so for two of them it's N3,000, instead of N30,000. From there, I issued order: 'All government expenditure in this state as long as I stay here would be approved by me." Obi said part of the problem with governance in Nigeria is that government is transactional, instead of transformational. "It depends on what I'm hiding because I'm hiding something," he said. "When I came into office in Anambra State, there was a panel for unpaid contracts, a big panel. When I came in, I said we don't need this panel, you said you've done the road, let's go and see it. They said 'no no no, the panel has approved it.' I said 'you said you have done this road, this road is in Anambra State, let's drive there.' "You don't need the panel because everybody can see it. And when we checked and said for you to execute any contract, let the community say it's been executed before we pay you, they started agitating."

2 Thai men sentenced to death for murder over iPhone 7(Photo) | Mr Olumide's Blog Posted: 31 May 2017 03:42 AM PDT A Thai court on Wednesday sentenced two men to death for murdering another Thai man over his iPhone 7, a court official told dpa. According to the police, in January, Wasin Luengjam, 26, was stabbed to death by two men in a Bangkok suburb who had also slit his throat.The incident was caught on a surveillance camera. Two men, later identified as Kittikorn Wikaha, 26 and Supatchai Jansri, 25, were caught by police in a nearby province while they were on the run. Police said some cash and a watch remained on Wasin's body. Both Kittikorn and Supatchai admitted their crimes.Police said that clear evidence helped lead to their confessions. Police told dpa it is unclear if both men will appeal the decision. Since their arrests and detention in January, none of their relatives have bailed them out, citing a lack of money. Thailand last carried out the death penalty in August 2009.
